COMPETITION TO WIN Building a strong and comprehensive armed force

In 2025, the Emulation movement to win (TĐQT) of the Provincial Military Command (CHQS) will continue to develop extensively, substantially and effectively, contributing to the comprehensive completion of local military and defense tasks, building a comprehensively strong provincial armed forces (LLVT) that are "exemplary and typical".

Commendation of typical collectives and individuals over 10 years (2016-2025) of implementing Directive No. 05-CT/TW of the Politburo on promoting studying and following Ho Chi Minh's ideology, morality and lifestyle.

Creating new momentum from the Emulation movement to win

In 2025, in the context of political security and social order and safety situations with potential complex factors, the Provincial Military Command has promoted its core, proactive and creative role in organizing and implementing the TĐQT movement.

The Party Committee and the Provincial Military Command identify emulation as a direct driving force to successfully complete all tasks and an important measure to improve the overall quality and combat strength of the provincial armed forces.

Right from the beginning of the year, the unit launched the TĐQT movement associated with the implementation of major movements of the Party, State, army and locality, such as: The emulation movement of the Military Region's armed forces participating in developing synchronous and modern infrastructure; practicing thrift, fighting waste; the movement "The whole country competes to build a learning society, promoting lifelong learning in the period 2023-2030"; the special emulation movement to welcome the Provincial Party Congress for the term 2025-2030 and the 1st Provincial Patriotic Emulation Congress (2025-2030).

The emulation and reward work in 2025 is carried out strictly, objectively, publicly, and in accordance with procedures. The Provincial Military Command focuses on rewarding collectives and individuals at the grassroots level - where the tasks are directly performed, ensuring "the right people, the right work, the right achievements are rewarded".

During the year, the Provincial Military Command proposed the Ministry of National Defense to commend 2 collectives and 2 individuals; the Military Region commended 6 collectives and 6 individuals; the Provincial People's Committee commended 3 collectives and 8 individuals; the Provincial Military Command commended 32 collectives and 167 individuals. It proposed to commend various types of medals and orders to 349 cases.

At the same time, agencies and units have launched and effectively maintained emulation movements, especially in the peak periods, associated with key tasks such as training new soldiers, recruiting troops, practicing defense zones, preventing natural disasters and rescuing victims. Through the movement, many typical and advanced collectives and individuals have been discovered, nurtured and replicated, contributing to building a vibrant, substantial and strongly spreading emulation environment.

Proactive and creative in performing tasks

Along with the TĐQT movement, the Provincial Military Command has fully completed the targets and tasks for 2025. Training and combat readiness work has been maintained seriously; 100% of units organized training with correct and sufficient content and time, meeting the set requirements; of which over 80% of the content achieved good and excellent results.

Regional defense, disaster prevention, and search and rescue drills were organized safely and realistically, promoting the advisory, command, and coordination roles between forces.

Party and political activities were carried out synchronously and effectively; political and ideological education was renewed in content and form, raising awareness and responsibility of cadres and soldiers. The emulation movement "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" was widely deployed, creating a clear change in performing tasks and training moral qualities.

The Provincial Military Command launched a peak emulation campaign "Waving high the August red flag - Competing to win 3 first place".

Discipline - Order - Regularity

The Provincial Military Command identifies the work of building discipline and managing discipline as one of the key and continuous steps to contribute to improving the overall quality and combat strength of the provincial armed forces.

On the basis of thoroughly grasping the Resolution of the Provincial Military Party Committee, the orders and directives of the Military Region 9 Command and the guidance of the Military Region Political Department, the Provincial Party Committee and Military Command have proactively issued many synchronous and specific directive documents to specify the criteria for building discipline and training in association with the implementation of the Campaign "Management, training discipline and ensuring traffic safety" and the emulation movement "Building a strong, exemplary and representative unit".

100% of agencies and units strictly maintain combat readiness, command duty, shift duty, and combat duty; strictly manage troop numbers, weapons, equipment, and technical means; and strictly implement safety regulations in training and exercises.

In addition, the movement of the army joining hands to build the new rural areas has also received deep attention. The provincial armed forces have actively participated in building more than 20 local civil defense works, 60 local public works; renovating 35 roads with more than 42km of rural roads, building 634 houses with a total amount of 35 billion, 821 million VND.

Activities of “Repaying gratitude” and “Drinking water, remembering its source” are carried out regularly; units organize visits and give gifts to more than 500 policy beneficiaries, provide free medical examination and treatment, and medicine to 3,387 people with a total amount of more than 685 million VND. Thereby, strengthening the solidarity relationship between the army and the people, building a beautiful image of “Uncle Ho’s soldiers” in the hearts of the people.

The Provincial Military Command summarized the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues to continue innovating and streamlining the political system's apparatus to be streamlined and operate effectively and efficiently".

Spreading the spirit of "Competition is patriotism"

In 2026, "Innovation, comprehensiveness, substance and efficiency" is identified as the direction in implementing the international solidarity movement of the Party Committee and the Provincial Military Command, focusing on 5 main tasks:

Improve the quality of political and ideological education, promote self-reliance, self-improvement, sense of responsibility and discipline of officers and soldiers.

Innovate the content and form of emulation, focusing on the grassroots level, taking task performance results as the main measure.

Timely reward and replicate advanced models, create motivation to strive, and encourage the emulation movement to develop widely.

Building a clean and strong Party organization, a comprehensively strong agency and unit that is "exemplary and typical".

Linking emulation movements with mass mobilization work and military rear areas, taking good care of soldiers' material and spiritual lives.

The 2025 International Movement of the Provincial Military Command has affirmed the role and position of the Provincial Armed Forces in the cause of building and defending the Fatherland. Not just numbers or titles, emulation has become the driving force to motivate each officer and soldier to strive to overcome difficulties, excellently complete tasks, and make practical contributions to the common development of the homeland.

With new spirit and determination, the provincial military is determined to build a strong and comprehensive force, worthy of being a reliable support for the Party Committee, government and people in the province.
