On the afternoon of November 4, National Assembly deputies in Group 10 (including the National Assembly delegations of Ninh Binh and Quang Tri provinces) discussed and gave opinions on the draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party; Draft Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Summary Report on 15 years of implementing the Party Charter (2011 - 2025) and proposed and oriented supplements and amendments to the Party Charter.

The Congress theme needs to be concise and demonstrate its appeal.

Through studying the draft documents, opinions highly agreed with the drafts and believed that the documents were carefully and elaborately prepared, tightly structured, scientific , comprehensive in content, highly summarized and generalized; correctly assessed the situation of the country and the Party, demonstrating the spirit of innovation and high determination of the Party Central Committee to bring the country into a new era of development.

Delegates said that the draft Political Report demonstrated a strong strategic vision and aspiration for development. However, to increase the gathering and inspiration, the Congress theme should be more concise, emphasizing core ideas and important goals.

According to National Assembly member Mai Thi Phuong Hoa (Ninh Binh), the theme of the Congress must be a call to arms, touching people's hearts, encouraging, motivating, and guiding the entire Party, people, and army to continue to move forward strongly and steadily towards Socialism. This call to arms is appropriate for the current period, but according to the delegate, the theme must be concise, expressing the general goals and core, consistent ideological contents, and highlighting the most important elements. The delegate suggested studying some words with similar meanings that could be shortened to make the Congress theme more concise.

Sharing the same view, National Assembly Deputy Nguyen Thi Tuyet Nga (Quang Tri) said that the congress theme is still long, the message is still general; it is necessary to consider determining the Congress theme; it should be a short message expressing the call and expressing the core ideology of the 14th National Party Congress for the country's development in the next term.

Removing institutional bottlenecks

National Assembly Deputy Ha Sy Dong (Quang Tri) said that institutions are still a major bottleneck but also the biggest room for reform. Therefore, the Draft needs to clarify more about building a modern, creative, and honest socialist rule-of-law state, shifting the mindset from "management - licensing" to "creation - leadership - service". The delegate also suggested early institutionalization of policy testing mechanisms (sandboxes) in new areas such as artificial intelligence, renewable energy, and digital finance, to both control risks and encourage innovation.

National Assembly Deputy Vu Trong Kim (Ninh Binh) proposed emphasizing the achievements in the Draft in reorganizing the apparatus and implementing the two-level local government model. To operate this model more effectively, the delegate suggested focusing on training and fostering officials through specialized training courses to improve their capacity to serve the people.

National Assembly Deputy Tran Thi Hong Thanh (Ninh Binh) proposed that building a modern, effective, serving and creating national governance system needs to be given more attention; in which, the State must ensure publicity, transparency and accountability in public service activities, thereby strengthening people's trust.

Delegates assessed that the draft document submitted to the 14th National Party Congress has oriented the development of green economy, knowledge economy and digital economy, aiming to reposition Vietnam's growth model. However, delegates proposed the need to clarify the implementation mechanism and build appropriate institutions to promote strong movement in practice.

Delegates also emphasized that the Political Report is not only an orientation for action but also carries the mission of arousing national confidence and will; in which, the aspiration for Vietnam 2045 needs to be expressed more clearly as a political commitment, turning the country into a developed nation with a happy society, prosperous culture, creative people and freedom to contribute.
