Previously, the City Civil Defense Command also issued an order to operate and regulate the two hydroelectric reservoirs Binh Dien and Huong Dien to respond to heavy rain.

At 5:00 a.m. on November 17, the Hue City Hydrometeorological Station reported on the water levels of irrigation reservoirs, hydroelectric dams, and rivers in the city, showing that in the past 6 hours, Hue City had heavy rain, very heavy rain, and some places had exceptionally heavy rain. The total rainfall from 11:00 p.m. on November 16 to 5:00 a.m. on November 17 was generally between 30-80mm, with some places being higher, such as Ta Luong at 90.6mm, Truoi Bridge at 116mm, and Binh Dien at 213.8mm.

It is forecasted that in the next 6 hours (from 5am to 11am on November 17), in Hue City there will be heavy rain, very heavy rain, and in some places especially heavy rain with common rainfall of 50-150mm, in some places over 200mm.

At 5:00 a.m. on November 17, the water level of the Huong River at Kim Long was 2.48m, 0.48m above alert level 2; the Bo River at Phu Oc was 4.79m, 0.29m above alert level 3. Currently, the rain in the upper reaches of the Huong River basin is showing a decreasing trend. However, according to the forecast of the Hue City Hydrometeorological Station, the rainfall will increase again this afternoon, evening and tonight (November 17). The water level of the Huong River will rise again, possibly approaching alert level 3 (alarm level 3 of the Huong River is 3.5m).
