
During this flood, the flood peak in Hue city, Da Nang city; Quang Ngai; Kon river, upper Ba river (Gia Lai), lower Ba river, Ky Lo river (Dak Lak), Dinh Ninh Hoa river (Khanh Hoa) may rise to alert level 2 - alert level 3 with some rivers above alert level 3; Ha Tinh river, Quang Tri river, rivers in Gia Lai, rivers in Dak Lak, rivers in Khanh Hoa may rise to alert level 1 - alert level 2 and above alert level 2.
In addition to the rising flood waters of rivers, during this heavy rain, there is a risk of flooding, flash floods, and landslides in the area from Ha Tinh to the east of Quang Ngai province, focusing on Kon Tum , Dak Lak, Khanh Hoa as well as the eastern part of Lam Dong province.
However, according to Mr. Nguyen Van Huong, this rain is not as heavy as the previous rain in the Central region (rain from October 25-30) because the East wind is weaker, the low pressure trough is not as strong as the period from October 25-30. Along with that, the characteristic of this heavy rain is that the heavy rain area has fluctuations, from November 15 to the end of tomorrow, November 18, the rain will spread from Ha Tinh to Quang Ngai, the eastern region of Kon Tum province, Dak Lak and Khanh Hoa area.
From November 19th, rain from Hue city outwards tends to decrease, while rain tends to spread further south, rain is not concentrated in one area, so although the cold air of this period is much stronger than at the end of October, the possibility of exceptionally heavy rain or record rain like the rain in the last days of October is not high.
Referring to the cold air situation in the Northern and North Central regions, Mr. Huong said that this is the strongest cold spell since the beginning of winter. According to the National Center for Hydro-Meteorological Forecasting, the air pressure at the center of the cold is up to 1075mb; the temperature at the center of the cold drops below minus 30 degrees Celsius; the direction of this cold spell is moving in the North-South direction (straight from the North down).
In addition to the strong cold air, from the night of November 17 to the end of November 19, the North will also experience rain. Rain combined with strong cold air will cause the temperature in the North, Thanh Hoa, Nghe An, and Ha Tinh to drop sharply. November 18-19 will be the two coldest days with the lowest temperature in the Northern Delta and North Central regions ranging from 12-14 degrees Celsius, in mountainous areas from 8-11 degrees Celsius, in high mountainous areas below 7 degrees Celsius. From November 20, the rain in the North will decrease and will turn to a state of deep cold at night and morning, with sunny days.
"The conditions for frost to occur are light to clear at night, so the possibility of frost appearing in the first two days is not high, but it is possible from November 20 to 23, especially in the mountainous and midland areas of the North," Mr. Nguyen Van Huong noted.
