Mr. Nguyen Van Huong, Head of Weather Forecasting Department, National Center for Hydro-Meteorological Forecasting (Department of Hydro-Meteorology, Ministry of Agriculture and Rural Development) affirmed: This is the strongest cold spell since the beginning of winter. According to our observations, the air pressure at the center of the cold is up to 1075mb; the temperature at the center drops below minus 30 degrees Celsius. The direction of this cold spell is moving north-south, straight from the north down, so the mainland is greatly affected. In addition to the temperature drop, from tonight until the end of November 19, the North will also experience rain.

Regarding the possibility of frost, the weather conditions must be clear to cloudy at night. The Meteorological Department said that the possibility of frost in the first two days is not high. But from November 20-23, it is possible, especially in the mountainous and midland areas of the North.

"It should be noted that due to rain combined with cold air, the temperature in the North, Thanh Hoa, Nghe An, and Ha Tinh areas will decrease more sharply," Mr. Huong emphasized.

Specifically, from this evening and tonight, cold air will affect the Northern and North Central regions, then affect the Central Central and South Central regions. On land, strong northeast winds of level 3-4, coastal areas have strong winds of level 4-5, in some places level 6, gusting to level 7.

On the night of November 17 and 18, in the Northern region, there will be rain, showers and thunderstorms in some places. From the night of November 17, in the Northern Delta and North Central regions, the weather will turn cold, in the mountainous and midland areas of the North, it will be very cold, in the highlands there will be severe cold in some places.

In Hanoi , there will be rain and showers on the night of November 17 and the day of November 18. From the night of November 17, the weather will turn cold. The lowest temperature in this cold air mass is generally around 13-15 degrees Celsius.

Due to the continuous cold air flow, combined with disturbances in the upper easterly wind zone, the area from Ha Tinh to Khanh Hoa continues to have widespread heavy rain. The rain will focus on November 17 and 18 and will gradually decrease from November 19 and 20.

From November 20, the rain in the North will decrease and it will turn cold at night and morning, with sunny days.
