His Majesty the King Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah warmly welcomed Prime Minister Pham Minh Chinh, his wife and the high-ranking Vietnamese delegation on their official visit to Kuwait; emphasizing that Prime Minister Pham Minh Chinh's visit marks a new turning point in bilateral relations and affirms that Vietnam holds a strategic position in Kuwait's foreign policy.
The King emphasized his sharing and impressions of the country and people of Vietnam; his desire to cooperate and accompany Vietnam; and considered Vietnam's interests to be Kuwait's interests. The King cares about the country and people of Vietnam as much as he cares about the country and people of Kuwait; will never forget the support of the Vietnamese people for Kuwait and believes that Vietnam is a sincere, trustworthy and strongly developing friend.
The King affirmed that, in its role as Chair of the Gulf Cooperation Council (GCC), Kuwait is very interested in enhancing cooperation between the GCC and Vietnam and ASEAN, considering Vietnam a strategic gateway to expand cooperation with ASEAN.
Expressing his pleasure at the official visit to Kuwait, the first Gulf country to establish diplomatic relations with Vietnam, Prime Minister Pham Minh Chinh thanked the King for his affection and direct guidance in promoting bilateral relations to achieve many important achievements, as well as for organizing this visit.
Prime Minister Pham Minh Chinh proposed nine key areas of Vietnam-Kuwait cooperation: enhancing political trust between the two countries, actively exchanging high-level delegations; promoting the pillar of energy cooperation, expanding oil and gas cooperation; creating breakthroughs in investment relations; the King directed the Kuwait Investment Authority to increase investment in Vietnam, especially the International Financial Center in Ho Chi Minh City; strongly promoting trade; asking the King to support the early negotiation and signing of the Vietnam-GCC FTA.
In addition, the Prime Minister expects to soon negotiate an agreement on ensuring food security and projects to support the development of the Halal ecosystem in Vietnam; promote cooperation in defense and security, cooperate in developing dual-use defense equipment, including UAVs, participate in each other's defense exhibitions, cooperate in handling non-traditional security challenges; strengthen cooperation in cyber security; promote cooperation in science and technology, innovation, digital transformation in all fields; strengthen cooperation in tourism, promote people-to-people exchange, cooperation in labor, culture, sports, education and training.

The Prime Minister recalled the milestones of cooperation in the relationship between the two countries in recent times, including coordination and support at multilateral forums, Kuwait being the country in the Gulf region providing the largest ODA support to Vietnam, the Nghi Son oil refinery project, and Kawait promptly supporting 600,000 doses of COVID-19 vaccine during Vietnam's most difficult time.
On this occasion, Prime Minister Pham Minh Chinh respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong and senior leaders of Vietnam to His Majesty the King Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and the Royal Family.
Affirming the two countries' determination to deepen their friendly relations, opening a new period of dynamic, comprehensive and effective cooperation, towards the 50th anniversary of the establishment of Vietnam - Kuwait diplomatic relations (January 10, 1976 - January 10, 2026), His Majesty the King of Kuwait Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and Prime Minister Pham Minh Chinh agreed to orientate the two countries' relations to a strategic partnership, meeting the aspirations and interests of the two peoples.
On that basis, Prime Minister Pham Minh Chinh asked the King of Kuwait to continue to pay attention to promoting the bilateral relationship to develop commensurate with the scale and new requirements, focusing on promoting and creating breakthroughs. The Prime Minister also affirmed that with its potential and strengths, Vietnam is ready to join Kuwait in contributing to efforts to promote peace and reconstruction in the Middle East region.
