On the afternoon of November 17, Minister Tran Duc Thang chaired a meeting with Deputy Ministers Phung Duc Tien, Hoang Trung, Vo Van Hung and units under the Ministry to review for the last time the work of receiving and explaining opinions of National Assembly deputies on the draft Law amending and supplementing a number of articles of 15 laws in the fields of agriculture and environment.
Reporting at the meeting, Director of the Legal Department Phan Tuan Hung said that the unit had fully compiled 1,061 opinions of National Assembly deputies in 16 discussion groups. On that basis, the Legal Department coordinated with relevant departments and divisions to prepare a report explaining, accepting and revising the draft law. "Most of the opinions have been analyzed and explained clearly; the content accepted or not accepted is all based on the basis," Mr. Hung said.

Many groups of issues need to consult with the Ministry's leaders.
Through synthesis, the Legal Department proposes some general principles when accepting: do not include too detailed regulations in the law; do not stipulate industry planning in specialized laws; investment and business conditions only provide a framework; regulations on commodity risks refer to laws on standards and regulations; review and unify the authority to resolve administrative procedures.
In the issues of asking for opinions from the Ministry's leaders, a number of notable points emerged that were discussed by Deputy Ministers Phung Duc Tien, Hoang Trung, Vo Van Hung and units under the Ministry to reach agreement on the plans. With the organizational structure in the Law on Veterinary Medicine and the Law on Plant Protection and Quarantine, specialized agencies are organized from the central to provincial levels, but the detailed regulations are still different and need to be unified. Regarding sectoral planning, the Ministry of Finance , the agency in charge of the draft of the revised Law on Planning, proposed that all planning contents should be brought into the general law; however, some specialized departments want to keep their own regulations due to their specific characteristics.
Regarding conditional business lines, two issues with different opinions are fertilizer trading and environmental impact assessment consulting services. In addition, some current laws assign different authority to issue lists of endangered and rare species, which should be assigned to the Government.
Regarding the declaration of epidemics, National Assembly deputies hope for synchronization between laws on plant protection, veterinary medicine and animal husbandry. However, professional units believe that the nature of epidemics is different, so it is not possible to apply a common mechanism. The draft law is also proposing an effective date of January 1, 2026, with some contents having a later roadmap.
Do not expand content that causes confusion
Concluding the meeting, Minister Tran Duc Thang acknowledged the contributions of the Deputy Ministers and emphasized that the units must continue to complete the dossier according to the agreed plan. "Wherever there is a retention, the reason must be clearly stated. Where there is an acceptance or adjustment, the explanation must be clear and concise so that the reader can understand immediately," said the Minister.
He requested that the units complete the documents in time to submit to the Government on November 18, because “time is very urgent”. All major contents have been determined, and the Ministry must defend its viewpoint to both the Government and the National Assembly.

One of the important contents mentioned by the Minister is the development of a decree guiding implementation. According to him, only one decree should be issued, covering all the contents assigned in the law.
He requested the Legal Department to continue reviewing and synthesizing the documents sent by the units, and at the same time update the "bottlenecks" and shortcomings that need to be handled immediately. The Decree must closely follow three groups of contents: points assigned by the law for detailed regulations; issues that need to be resolved; and contents that have been concluded by the National Assembly Standing Committee.
“Do not include too much content, do not expand administrative procedures or business investment conditions… to avoid causing difficulties for people,” said the Minister.
According to the roadmap, the National Assembly will discuss the draft law in the hall on December 4 and is expected to vote on it on December 11. After the National Assembly votes on it, the Ministry of Agriculture and Environment must submit the decree to the Government for promulgation no later than December 15, so that the document will take effect from January 1, 2026.
