On the morning of November 17, the National Assembly discussed in groups the draft resolution of the National Assembly on specific mechanisms and policies to implement Resolution 71 of the Politburo on breakthroughs in education and training development.

Speaking at the group, delegate Hoang Van Cuong (Hanoi) said that the draft assigning the Department of Education and Training the authority to carry out general recruitment for all schools is a huge breakthrough.

Because previously the Department of Home Affairs was the agency in charge of recruitment, but now it is assigned to the Department of Education and Training, the state management agency that understands and grasps the most, and makes the most accurate requirements, so it will be able to recruit the most suitable people to meet the requirements of the schools. In addition, assigning the recruitment to the department will help arrange and mobilize suitable teachers...

Regarding the special and superior policy on treatment, including allowances for teachers, delegate Hoang Van Cuong said that this policy has been stipulated in Resolution 71 of the Politburo . This provision meets the requirements of the Law on Teachers regarding the need for higher treatment for teachers.

He cited an example from a documentary about a teacher in the highlands who sacrificed everything, rolling around, carrying rice and vegetables to give food to her students.

"These teachers need to be treated properly so that they can truly care and devote themselves to their students," the delegate said, adding that with higher treatment, teachers will be more enthusiastic and dedicated, and the main beneficiaries will be parents and students.

Comparing between teachers and the medical industry, according to delegate Cuong, a doctor examines the same patient in the hospital, with the same disease.

After going to a private facility for examination, the doctor can still treat the patient, no one forbids it.

"But if a teacher teaches in class and then teaches the same lesson outside, the law prohibits and does not allow it. In addition, teachers are not allowed to work in certain professions," he said, adding that teachers cannot always work part-time to earn extra money to supplement their lives. Therefore, the compensation policy will help teachers feel more secure and enthusiastic about their work.

Along with higher remuneration, social supervision and strict requirements are needed. Only then can a truly dedicated team of teachers be created.

There should be no distinction between localities with conditions or without conditions.

Regarding a unified set of textbooks for the whole country, delegate Hoang Van Cuong emphasized: "I think it is necessary to understand that this is assigning the Ministry of Education and Training to provide a unified set of textbooks for the whole country. The Ministry of Education and Training should not write a set of textbooks for everyone," Mr. Cuong proposed.

According to him, if the ministry goes back to write this book series, and then this book series is put into use in all schools, it will almost become a classic book series and everyone will only study that book.

"Learning by the book, taking exams by the book, speaking by the book. Then all the problems that we really want to create, which is to create new, innovative, creative, unstructured thinking for students...", Mr. Cuong added.

He cited the fact that Vietnamese students are very smart, but not very creative. The reason is that for a long time we have been studying and taking exams based on books, leading to the elimination of all creativity.

Delegates agreed to provide a set of books to have unified materials nationwide and move towards providing them free of charge to all students.

Delegate Pham Khanh Phong Lan (HCMC) said that the most important thing when implementing a unified set of textbooks is to reduce waste.

She cited a draft resolution stipulating that a single set of textbooks would be free by 2030. But it also stipulated that localities with "conditions" could exempt them earlier, from 2026 to 2027.

She suggested: "We should not differentiate between localities with conditions or without conditions. Even in difficult localities, if the People's Council sees the need to exempt textbooks, they will balance their own resources. Distinguishing between conditions and conditions is unreasonable. In rich localities, students also have less difficulties, so why should we prioritize exemption first?"
