Planning Long Thanh into an airport city: The nucleus of development in the Southeast region

Not only a transport infrastructure project, Long Thanh airport is being shaped as the core of a modern airport city, integrating seaports, logistics, industry, finance, etc.

The problem of connecting infrastructure

At the seminar “Promoting Long Thanh - Ho Chi Minh City connectivity” organized by Tuoi Tre Newspaper on June 27, Mr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies, emphasized that Long Thanh is not just a simple airport, but the nucleus for a modern airport city. The adjustment of administrative boundaries from July 1 will leave Ho Chi Minh City, Dong Nai , and Tay Ninh in the Southeast region, posing a requirement for restructuring the regional development space.

Mr. Truong Minh Huy Vu, Director of Ho Chi Minh City Institute for Development Studies, shared at the workshop.

According to Mr. Vu, the driving force lies not only in Long Thanh airport but also in the entire airport urban area, with an estimated investment capital of about 40 billion USD, connecting with Tan Son Nhat, Cai Mep - Thi Vai port, Can Gio and the logistics - seaport system.

In particular, Mr. Vu noted the 8,300-hectare free trade zone project in Long Thanh. “Wherever there is a free trade zone associated with a seaport or airport, it will create a strong momentum. The problem is how to design an effective connecting infrastructure system, the chain of industrial parks - logistics - digital data must be synchronized from the beginning.”

Currently, the connection between Long Thanh and Ho Chi Minh City is still limited, mainly via the Ho Chi Minh City – Long Thanh – Dau Giay Expressway, National Highway 51, and National Highway 1. The projects of belt roads 2, 3, 4 and connecting expressways such as Ben Luc – Long Thanh, Bien Hoa – Vung Tau are in the investment phase. According to experts, the progress of these projects will determine the success or failure of the Long Thanh airport urban area.

Associate Professor, Dr. Tran Quang Phu, Vice Rector of Ho Chi Minh City University of Transport, said that the model of “Aerotropolis - integrated airport city” is a global trend. Not only building a modern airport, this model also synchronously plans industrial, urban, commercial - service zones, connected by highways, metro, railway, BRT.

He cited that Incheon Airport (Seoul) has an expressway, metro, AREX high-speed train, BRT routes, and integrated electronic payment systems, creating convenient travel conditions and developing the surrounding area. Or Schiphol Airport (Netherlands) is also a commercial and logistics center with international train connections, metro systems, bicycles, Rotterdam port, and canals. This integrated model helps attract FDI, create hundreds of thousands of jobs, and increase regional GDP.

Turning Long Thanh Airport Urban Area into an Economic Driving Force

Faced with the infrastructure problem raised by many experts, Dr. Architect Trinh Hong Viet, Deputy Director of the National Institute of Architecture ( Ministry of Construction ) shared: “The Long Thanh Airport project has been directed by the Prime Minister not to be delayed, with the goal of putting it into operation in 2026. Therefore, one of the top priorities is to complete the infrastructure serving the airport, as well as the expressways connecting the airport with auxiliary areas. In that spirit, focus on developing synchronous transport infrastructure, including railways, roads and waterways, to effectively serve the development of Long Thanh airport”.

With the feasible plan of the National Institute of Architecture, the leaders of the Ministry of Construction have approved the orientation of focusing on ensuring the connection between urban areas and airports. Prioritizing investment in the Bien Hoa - Vung Tau expressway, reducing traffic pressure for the center of Ho Chi Minh City.

In the medium term (2025 - 2030), the orientation is to deploy a railway and urban railway system, connecting multimodally between Long Thanh airport (Dong Nai) and Tan Son Nhat airport (HCMC).

In terms of urban development, Long Thanh will become a breakthrough economic engine, applying airport development models like Singapore, Dubai and other developed countries. In which, airport logistics will be the center. The scope of development is not only limited to the Long Thanh area but also expanded, in the "twin urban" relationship with Ho Chi Minh City.

In addition, Mr. Huynh Tan Loc, Deputy Director of the Department of Construction of Dong Nai province, said that in order to realize the vision of Long Thanh - a multifunctional economic ecosystem, where the airport plays the role of a connecting center and a driving force for development, Dong Nai is implementing a plan to develop a free trade urban area in the core development area, planned with 4 areas. Of which, the green free trade area is about 3,000 hectares, the logistics functional area is about 2,200 hectares, the financial and commercial service area is about 1,500 hectares, and the information technology innovation research area associated with the digital free trade area model is about 1,419 hectares.

In these four zones, the planned area is located inside and outside Long Thanh airport and Phuoc An seaport, meeting the necessary conditions for the establishment of a free trade zone. In the four main functional zones, Dong Nai selected 18 priority industries such as digital logistics, electronics, mechanics, pharmaceuticals, food processing, information technology, human resource training, etc.

“With its central location connecting the airport, seaport and multi-functional planning, Long Thanh airport urban area is expected to form a “twin urban area” with Ho Chi Minh City to support and complement each other in terms of industry, logistics, financial services and innovation. This is an effective regional development model, based on clear roles and close connections,” Mr. Huynh Tan Loc emphasized.
