Continuing the 9th session of the 15th National Assembly, this morning, with 435 out of 438 delegates voting in favor, the National Assembly voted to pass the Law on Science, Technology and Innovation.

435 delegates approved, accounting for 91% of the total 438 delegates, accounting for 91.63%, the number of delegates who did not approve was 3 delegates, accounting for 0.63%.

With this amendment, the Law on Science, Technology and Innovation has had strong and revolutionary innovations, promising to create a major shift in the field of science, technology and innovation.

Delegates participating in the vote

The Law is built on the viewpoint of fully and promptly institutionalizing the Party's guidelines and policies and the State's policies and laws on science, technology and innovation to develop science, technology, innovation and national digital transformation as a top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the economy - society, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.

Inheriting the provisions of the 2013 Law on Science and Technology is also consistent with the Party's policies and guidelines, consistent with the reality of science and technology development in Vietnam and international practices. At the same time, expanding the scope and subjects of regulation of the Law to the non-public sector to promote scientific research, technology development and innovation, in which enterprises are the center, universities and research institutes are supporting entities together towards the goal of scientific, technological and innovation activities directly serving socio-economic development, contributing to the growth target. Formalizing the mechanisms to remove bottlenecks in Resolution No. 193/2025/QH15 to make them stable and long-term regulations in the law./.
