Decisive land clearance and accelerated construction of projects will create momentum for breakthroughs in the new phase.

In 2025, Nam Dinh province will continue to accelerate its development with a series of strategic investment projects in socio-economic infrastructure. Land clearance is identified as a crucial step, decisive to the success of these projects, from construction progress to investment efficiency. Particularly, in the context of the nationwide restructuring and merger of provincial and commune-level administrative units and the organization of a two-tiered local government system, Nam Dinh faces the challenge of streamlining its administrative apparatus while simultaneously accelerating development and avoiding project delays during the transition period. Therefore, land clearance is considered a top priority by the province, requiring decisive, coordinated, and effective implementation to create a sustainable foundation for attracting investment, developing the economy, and improving the quality of life for its people.

From the beginning of the year, the Provincial Steering Committee for Land Clearance to Serve Socio -Economic Development in the 2022-2025 period issued many important directives, requiring all levels and sectors to participate synchronously and decisively, without delay, especially for projects with a driving force. In particular, the province has reformed its approach, proactively assigning clear responsibilities and decentralizing authority, specifically assigning responsibility to each department, locality, and individual in charge of each field and each section of the route. The overarching principle is: proactively resolving obstacles on the spot, avoiding shirking responsibility, and not waiting for directives before implementation. In all localities, from the district level to the grassroots, the proactive, flexible, and creative approach in handling work has created a clear transformation. Major bottlenecks such as land ownership identification, land prices, and compensation plans are being urgently reviewed and compared with regulations by relevant departments and agencies, with consultation from central ministries and agencies, to promptly provide solutions for local areas. In addition, the province is strengthening its extensive public awareness campaigns, especially for projects attracting non-budgetary investment such as industrial parks and clusters (Trung Thanh Industrial Park, Hai Long Industrial Park, Xuan Thien Green Steel Complex in Con Xanh - Nghia Hung...). Information about the project's objectives, benefits, and the rights of the people is made public and transparent, contributing to high levels of consensus and unity among the people, thereby shortening the time for persuasion and explanation, and accelerating progress.

For projects using state budget funds, the province pays special attention to resolving land clearance bottlenecks to ensure the construction progress of items such as the Ninh Cuong bridge project, main roads, and especially the Ninh Binh - Nam Dinh - Thai Binh - Hai Phong expressway (CT08). Notably, the Ninh Binh - Nam Dinh - Thai Binh - Hai Phong expressway is one of the key national infrastructure projects, with strategic significance in regional connectivity and promoting socio-economic development in the Red River Delta region. With a total length of 60.9km, the section within Nam Dinh province is approximately 27.6km, passing through four districts: Nghia Hung, Nam Truc, Truc Ninh, and Xuan Truong. The total investment is approximately 19,800 billion VND. Immediately after the project received investment approval from the Prime Minister, the Nam Dinh Provincial Party Committee and People's Committee directed relevant departments, agencies, and localities to mobilize the entire political system with the utmost urgency, responsibility, and determination to translate this into concrete action. The entire province has completed the relocation of graves and approved compensation plans for agricultural land clearance for 2,587 out of 3,704 households, with a total budget of approximately 300 billion VND, of which 180 billion VND has been disbursed. Nghia Hung and Nam Truc districts have achieved early completion in agricultural land clearance, becoming exemplary models for Truc Ninh and Xuan Truong districts to learn from and accelerate progress. The surveying and inventory of residential land for 515 households and the resettlement of 448 households are also being carried out by localities in a coordinated, systematic, democratic, and transparent manner. The province aims to hand over all agricultural land by April 2025 and complete land clearance for residential land before September 2025, clearly demonstrating its determination to "race against time" to ensure the project's construction progress.

Along with the GPMB (General Planning and Investment Project), various sectors and localities are also accelerating the progress of transitional projects and key projects; many important projects have completed major components, ensuring construction is on schedule. Specifically, the project to build the main development road connecting the coastal economic zone of Nam Dinh province with the Cau Gie - Ninh Binh expressway (Provincial Road 490), phase II, is currently completing the traffic safety system and auxiliary works. The project to build the new Nam Dinh - Lac Quan - coastal road (Provincial Road 484) has completed the Lac Quan bridge; construction is progressing according to plan. The project to build a bridge over the Dao River and the southern main road of Nam Dinh city (section from Vu Huu Loi road to National Highway 21B) is also underway. The Provincial General Hospital project is accelerating the progress of buildings No. 2, 3, 4, 5, 6 and some technical systems. We are currently finalizing the documentation for the inspection and acceptance procedures for Building No. 1 in accordance with regulations…

With the goal of accelerating economic growth and continuously improving the quality of life for the people, the province is currently prioritizing land clearance and investment in key projects alongside the restructuring of its administrative apparatus. In particular, it is actively directing the review and research of urgent and essential projects to promote economic growth and inter-regional connectivity. Simultaneously, it is preparing a pre-feasibility study for the construction of the Ha Nam - Nam Dinh Expressway (CT.11), Phase 1, from Phu Ly City, Ha Nam Province to Nam Dinh City; researching and proposing a project to build a scenic arterial road connecting Nam Dinh and Hoa Lu City; and a project to build a bridge over the Dao River connecting Tran Nhat Duat Street to Lac Long Quan Street, Nam Dinh City. These are all strategically important projects in shaping a new development axis for the province and the Red River Delta region.

These outstanding results not only demonstrate the effectiveness of leadership and management, but also reflect the decisive spirit, responsibility, and foresight of the Party Committee and government of Nam Dinh province in the face of new development requirements. More importantly, all efforts are directed towards the highest goal: maximizing the benefits for the people from development projects – with modern infrastructure, better services, and sustainable livelihood opportunities to create new momentum and strength for strong development breakthroughs; realizing the goal of becoming an important growth pole in regional linkages and making a positive contribution to the development of the country.
