
Review and expedite the resolution of obstacles to ensure the project is put into effective operation as soon as possible.
The Cao Xanh - Ha Khanh C New Urban Area infrastructure construction and business project (Cao Xanh ward) is one of the projects with many long-standing obstacles. The project, assigned in 2003, covers 51.99 hectares and includes 1,305 land plots; it was subsequently transferred to Bien Dong Project Development Joint Stock Company to continue investing in and constructing the urban area's technical infrastructure. Over the years, the project has basically completed some infrastructure items, but still faces obstacles regarding land clearance, legal documents, financial obligations, shared infrastructure, and the rights of contributing residents.
The most complex issue of the project is the duplication of contracts and land plots; in some cases, people have contributed capital to purchase land but have not yet been granted land use right certificates. According to Mr. Le Tuan Vu, Chairman of the People's Committee of Cao Xanh Ward, the locality has received 1,328 capital contribution contracts from households with related interests; by May 2026, the project recorded 242 overlapping land plots. Following the direction of the Provincial People's Committee, from July 2025 to the present, the People's Committee of the ward has repeatedly worked with and issued documents urging the investor to complete infrastructure, coordinate land clearance, handle land plots with overlapping capital contribution contracts, and publicly disclose project information. A site inspection in April 2026 showed that only 165 out of 1,329 trees have been planted, and only 51 out of 258 streetlights have been installed. The ward continues to demand that the investor commit to the progress schedule, hand over the infrastructure, fulfill financial obligations, publicly disclose information about the land plots, and address the voters' concerns.
To enhance transparency, the People's Committee of Cao Xanh Ward has widely disseminated information to households and secondary investors to encourage them to provide documents and capital contribution contracts; established a Zalo group to receive information; arranged a working room at the ward headquarters; and coordinated with the Fatherland Front of the ward to establish a Community Monitoring Committee. This serves as the basis for the locality to continue compiling reports and coordinating with relevant agencies to resolve obstacles within their authority.

Not only with the Cao Xanh - Ha Khanh C New Urban Area Project, but the province is also addressing the difficulties faced by other slow-moving projects, tackling specific groups of obstacles. In Uong Bi ward, the Thien Phuc Vinh Hang Vien Cemetery Park project is also facing challenges related to land procedures, especially land valuation. Phase 1 of the project, covering approximately 32 hectares, is currently stalled due to insufficient basis for finalizing the land valuation plan, including aspects related to the assessment of construction investment costs.
To resolve the issue, the Department of Agriculture and Environment hired a consulting firm to determine the specific land price as directed by the Provincial People's Committee. At the same time, relevant agencies requested the investor to urgently complete the construction cost estimate documents and submit them to the Department of Construction for review, which will serve as the basis for determining the land price.
According to a review by the Provincial People's Committee, the total number of projects and works with allocated or leased land that are experiencing delays in implementation or have outstanding issues and obstacles in land use, as recorded in the database system of the Steering Committee for resolving outstanding projects (System 751), is 198 projects. To date, 130 projects have been resolved, completed, canceled, or terminated; while 68 projects continue to be updated, monitored, and processed. In addition, the province continues to review projects not included in the list on System 751 but showing signs of delays, outstanding issues, or obstacles, in order to include them in the list for follow-up and processing according to its authority.
Based on the review, the province categorizes projects according to the nature of the obstacles encountered in order to determine appropriate solutions. For projects that can still be implemented, the focus will be on resolving difficulties related to land, planning, financial obligations, land clearance, and investor selection to ensure early operation. For projects that no longer meet the conditions for implementation, where the investor does not have the capacity, or where land use progress is violated, decisive action will be taken, including revoking the license and terminating operations in accordance with regulations.
The Provincial People's Committee requires that the handling process be carried out according to the principle of "clear responsibilities, clear tasks, clear accountability, clear timelines, and clear results." Issues within the local authority's jurisdiction will be directly resolved by the local authority; issues within the responsibility of departments and agencies will be proactively addressed by those departments and agencies; and issues exceeding their authority must be promptly reported for guidance and resolution. This approach aims to genuinely remove bottlenecks, unlock land resources, combat waste, and strengthen the trust of the people and investors.
