
To complete the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 – 2025 (hereinafter referred to as the sustainable poverty reduction program), localities need to disburse all the newly allocated funds for livelihood support in the form of cattle.
Despite the urgent need to implement the plan amidst the busy end-of-year schedule, the Chairman of the Farmers' Association of Loc Ha commune repeatedly went directly to the villages to direct, inspect, and coordinate with village officials to assess the situation, consider circumstances, and remind them to prepare livestock shelters… in order to select the final four eligible households.

Chairman of the Loc Ha Commune Farmers' Association, Tran Van Tinh, said: “With the assigned task, we have wholeheartedly participated in caring for poor members. The association at all levels has been deeply involved in all stages and tasks such as evaluating eligible recipients, selecting livestock, providing technical guidance, and monitoring funding… to ensure that the supported livelihood models are effective.”
Officials at all levels of the association have also encouraged members to actively participate in providing labor, materials, and fundraising to help disadvantaged people build houses, overcome the consequences of natural disasters, and visit them when they are sick..."

In the same spirit of "mutual support and compassion," officials from women's associations, veterans' associations, youth unions, and senior citizens' associations in Loc Ha have gathered, mobilized, and directed their members to work together to care for vulnerable groups under their responsibility. This has created a synchronized and effective effort in the "For the Poor - Leaving No One Behind" movement and the sustainable poverty reduction program in the community.
Ms. Phan Thi Kim Lien – President of the Women's Union of Loc Ha commune shared: “Our role is clearly demonstrated in our proactive spirit, responsibility, and ability to connect and spread awareness. Accordingly, officials at all levels of the Union have promptly grasped the difficult circumstances of members, developed plans, assigned tasks, and implemented action programs in a timely manner. In particular, from 2021 to the present, we have participated in building 50 houses of compassion and 6 auxiliary projects; and raised 1.2 billion VND to donate 1,150 gifts to women, children in difficult circumstances, and other vulnerable groups. Through this, we have contributed to affirming the role, position, and effectiveness of the Union at all levels, while also creating motivation to help poor members rise up.”

In the journey of helping the poor overcome difficulties and rise up, hundreds of officials in 33 villages have worked and dedicated themselves wholeheartedly, especially the Party branch secretaries who also serve as heads of the Fatherland Front committees and village heads.
Mr. Nguyen Trong Tong – Secretary of the Thong Nhat Village Party Branch shared: “We must also firmly grasp the guidelines, policies, and directives of the Party, the State, and higher authorities regarding poverty reduction to implement them correctly, promptly, and effectively. In addition, we are always conscious of improving our skills and knowledge to enhance work efficiency, contributing to limiting the emergence of new poor households and encouraging and assisting those in difficult circumstances in the village to rise above their circumstances…”

In particular, with a resolute and responsible spirit, Loc Ha commune has focused on leading, directing, and effectively implementing programs, movements, and activities related to policies for the poor. From key officials and professional staff to mass organization officials, everyone has closely followed their assigned tasks, maintained close contact with the grassroots, and always paid attention to those in particularly difficult circumstances. They prioritized allocating funds from the budget and proactively solicited social contributions to help and care for vulnerable groups in the best possible way.
Thanks to decisive leadership and responsible involvement, the sustainable poverty reduction program in Loc Ha has achieved outstanding results such as: 100% of poor and near-poor households have received support for health insurance, electricity, and other welfare programs; 1.6 billion VND has been provided to purchase cows and chickens to help 303 households gradually diversify their livelihoods and develop poverty reduction models; 19 billion VND has been mobilized to renovate and repair 286 solid houses; 5 billion VND has been raised to provide 11,666 gifts during holidays and Tet; the rate of trained laborers has reached 83%, creating new jobs for over 2,000 workers per year… As a result, the entire commune now has only 287 poor households (accounting for nearly 3.4%) and 328 near-poor households (accounting for over 3.8%).

Tran Phi Long, Vice Chairman of the People's Committee of Loc Ha commune, affirmed: "The success of the general poverty reduction movements and the sustainable poverty reduction program today is thanks to the coordinated, timely, and flexible direction, management, and implementation by the Party Committee, government, Fatherland Front, and mass organizations."
Along with that, officials from various departments, sectors, organizations, and villages are always dedicated, responsible, and persistent in implementing sub-projects, movements, and campaigns to call on the whole society to participate and make the most of resources to achieve the goal of ensuring that no poor people are left behind.”
