The lessons learned, the great achievements, and the milestones of development are the pride, confidence, and solid foundation for the land and people of Quang Nam to embark on a new journey with new aspirations, in harmony with the great aspirations of the nation in the era of "the rising of the Vietnamese people," under the leadership of the Party. On the occasion of welcoming the New Year - the Year of the Snake 2025 and the 95th anniversary of the founding of the Party (February 3rd), Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet, granted Quang Nam Newspaper an interview on the development of Quang Nam, especially the important directions in the new period.
A YEAR OF OVERCOMING DIFFICULTIES FOR QUANG NAM
* Dear Party Secretary, from the beginning of 2024, the Provincial Party Committee recognized that Quang Nam was facing more difficulties and challenges than advantages. Regarding local work in that context, what outstanding results has Quang Nam achieved in the past year, in your opinion? What issue are you most proud of?
PROVINCIAL PARTY SECRETARY LUONG NGUYEN MINH TRIET:
I was assigned to work in Quang Nam at the beginning of 2024. At that time, the Provincial Party Committee and many retired officials recognized that we were facing more difficulties and challenges than advantages. In that context, from the beginning of the year until now, the entire political system of the province has focused on implementing an enormous amount of work, many of which are complex and very difficult. Looking back now, it truly evokes many emotions.
First and foremost is the spirit of solidarity, consensus, and unity among officials, Party members, and the people of the entire province. It must be said that the more difficult and challenging the circumstances, the more the people of Quang Nam uphold their tradition of unity and solidarity. The clearest evidence of this is in personnel work. From the beginning of 2024 to the present, Quang Nam has decisively implemented the consolidation and strengthening of the cadre at all levels of the province; most of the officials nominated for candidacy, appointment, or transfer have received very high consensus from all levels, sectors, agencies, units, and Party members. The implementation of the reorganization of district and commune-level administrative units has also been decisively, urgently, synchronously, and smoothly led, and has received the support and approval of the people.
Most importantly, many long-standing obstacles and shortcomings in the province's economic and social sectors have been initially resolved, addressed, and resolved with more specific and clear solutions and approaches. Encouragingly, the province's economy has halted the negative growth trend of 2023 and extended into the first quarter of 2024; GRDP growth last year reached approximately 7.1%, total state budget revenue reached over 27.7 trillion VND (exceeding the central government's target by 20.14%); tourism has accelerated strongly; people's lives continue to improve, the number of poor households decreased by more than 4,171 compared to 2023, bringing the poverty rate in the province to 4.61% by the end of 2024 (a decrease of 0.96% compared to 2023). In addition, the province has focused on decisively addressing difficulties and bottlenecks in many key projects, both public and private; implementing numerous solutions to support business development and promote production and business; and accelerating the implementation of national target programs in the province. By the end of 2024, approximately 8,141 billion VND of public investment capital had been disbursed, reaching 90% of the plan.
2024 was also a year of many commemorative events, festivals, cultural and sports activities, and creative startups taking place vibrantly across localities, creating an atmosphere of excitement among all segments of the population. Culture, health, and education received increased investment. Despite the difficulties, the province implemented tuition fee exemption for all levels of general education students starting from the 2024-2025 school year. In particular, the Provincial Party Committee focused on directing the comprehensive implementation of the program to eliminate temporary and dilapidated houses in the province, with the goal of basically completing the support for the construction and renovation of more than 10,945 houses for families of war veterans, relatives of martyrs, and poor and near-poor households. To date, a total of 4,410 houses have been started, completed, or renovated. With resources allocated from the budget and mobilized from social sources, we are confident that we will complete this meaningful program in 2025, in celebration of the 50th anniversary of the liberation of our homeland.
FOCUS ALL EFFORTS ON REALIZING THE PROVINCIAL PLANNING
* Comrade! The goals, targets, tasks, and solutions outlined in the Provincial Planning until 2030 encompass many fields, with a massive workload and numerous complex issues. With only six years remaining to realize them, what key priorities and breakthroughs should we focus on in the coming period to create a strong transformation for Quang Nam?
PROVINCIAL PARTY SECRETARY LUONG NGUYEN MINH TRIET:
Implementing the tasks and solutions identified in the Provincial Planning from now until 2030 involves a huge amount of work and many difficult and complex issues. Recently, we have organized many scientific seminars to discuss solutions for realizing the Provincial Planning, and Quang Nam has also finalized its implementation plan. There are only 6 years left until 2030; meanwhile, finding the capital of over 630 trillion VND for development investment alone is a huge challenge, as only about 15% of the budget can be mobilized.
It is very difficult and not truly effective to implement the tasks and solutions for the Provincial Planning in a scattered, fragmented manner, trying to handle many things at once. In my opinion, in the coming years, we need to select key tasks, projects, and initiatives that have the potential to create a foundation, prerequisite, and breakthrough to fulfill the mission of "spreading and leading" towards the goal of accelerated but sustainable development.
The immediate tasks are to urgently complete the regional planning system, urban-rural planning, and adjust the master plan for the Chu Lai Open Economic Zone and the detailed plans for functional sub-zones; good planning will attract social investment resources. Secondly, we must accelerate administrative reform, improve the investment environment, promote digital transformation, and develop human resources. Thirdly, we must actively research and maximize government support and coordinate with central ministries and agencies to expedite investment in Chu Lai International Airport and Quang Nam seaports linked to a logistics center; establish national supporting industries and automotive engineering centers, silica deep processing centers, medicinal plant industrial centers with Ngoc Linh ginseng as the main focus, high-tech agricultural-industrial centers, and tourism centers according to the provincial plan. Fourthly, we must accelerate investment in strategic infrastructure, including the high-speed railway through Quang Nam, national and provincial highways connecting inter-regional and regional areas, and digital infrastructure. Besides renewing traditional growth drivers, we must strive to create new growth drivers so that Quang Nam can accelerate its development and achieve the goal of becoming a relatively prosperous province in the country by 2030.
In this context, to realize the development goals of Quang Nam province to become a relatively prosperous province in the country by 2030, in addition to maximizing leadership, guidance, and support from the Central Government, the tradition of unity, willpower, resilience, resilience, creativity, and aspirations for development of cadres, Party members, and all strata of people in the province must be strongly promoted, first and foremost within the political system from the provincial to the grassroots level. Every cadre, Party member, civil servant, and public employee must truly dare to think, dare to speak, dare to act, dare to take responsibility, dare to confront difficulties and challenges, and dare to act for the common good. They must demonstrate the highest sense of responsibility to the people, saying "no" to shirking responsibility, avoiding accountability, and shying away from confrontation in the performance of their duties.
* The Provincial Party Committee's resolution on the direction and tasks for 2025 sets a target of 9.5-10% growth in the Gross Regional Domestic Product (GRDP). This is a major challenge, isn't it, Comrade?
PROVINCIAL PARTY SECRETARY LUONG NGUYEN MINH TRIET:
That's right! But to create a breakthrough, in line with the common development goals and aspirations of the whole country as directed by General Secretary To Lam, we must act decisively, striving to achieve a GRDP growth rate of 9.5-10% in 2025, creating momentum and a foundation to achieve double-digit annual growth in the 2026-2030 period. The Provincial Party Committee has set out eight groups of specific and comprehensive tasks and solutions. First and foremost is strengthening Party building and the political system, resolutely implementing the restructuring and streamlining of the organizational apparatus and reducing the workforce, while doing a good job of ideological work throughout the Party, and issuing and implementing the Project "Propagating and spreading positive information among cadres, Party members, civil servants, and the people in the province in the 2025-2030 period" to maximize the resources and strength of the entire population in the common development cause.
In the economic field, the Provincial Party Committee focuses on directing efforts to accelerate the transformation of the growth model, improving productivity, quality, efficiency, self-reliance, adaptability, and competitiveness of the economy. It is decisively implementing the plan for the Provincial Planning period 2021-2030, with a vision to 2050; including quickly completing general and sub-area plans, coupled with actively attracting investment in large projects to create a ripple effect; implementing public investment projects, administrative reforms, improving the investment environment, and creating favorable conditions for production and business. It continues to vigorously implement the three strategic breakthrough tasks identified in the Resolution of the 22nd Provincial Party Congress.
The general sentiment is that the entire province must make the utmost effort, demonstrate the strongest determination, and act decisively and effectively to achieve the 2025 growth target. The difficulties and challenges are immense, but we still have many opportunities and room to boost growth and can potentially achieve near-double-digit GRDP growth in 2025.
DEVELOPING THE CULTURAL AND HUMAN RESOURCES OF QUANG NAM
* The year 2025 marks the 50th anniversary of healing the wounds of war and rebuilding the homeland after national reunification. Looking back on the journey, especially after 40 years of reform and 28 years since the re-establishment of the province, Quang Nam has achieved many accomplishments and made many proud milestones in its development. Could you please share some outstanding lessons learned? Especially lessons from the leadership role of the Party, the tradition of patriotism, unity, revolutionary spirit, the will to overcome difficulties, and the creativity of the people of Quang Nam?
PROVINCIAL PARTY SECRETARY LUONG NGUYEN MINH TRIET:
The Party's leadership is the decisive factor in all the victories of the Vietnamese revolution. This is a lesson that has been consistent throughout the nation's history since the founding of the Party (February 3, 1930) to the present day. Reaffirming this lesson on the occasion of the 95th anniversary of the founding of the Party (February 3, 1930) and the 95th anniversary of the founding of the Quang Nam Provincial Party Committee (March 28, 1930), allows us to further strengthen our faith and pride in the Party, and to recognize the mission and responsibility of the Provincial Party Committee and each cadre and Party member in the development of our homeland in the coming years.
At the scientific conference on identifying and promoting the cultural values and people of Quang Nam in the new era, held in November 2024 to serve the preparation of documents for the 23rd Provincial Party Congress, term 2025-2030, scientists and researchers continued to summarize and affirm the characteristics of the people of Quang Nam such as: patriotism, solidarity, compassion, loyalty; frankness, honesty, friendliness, diligence in doing good deeds; studiousness and academic excellence, respect for talent; resilience, dynamism, creativity; innovative thinking, modernization and integration;…
These precious traditions have always been nurtured and promoted throughout each stage of historical development. Especially during the most difficult and challenging periods, the spirit of solidarity, willpower, resilience, and creativity of the people of Quang Nam province have become even more prominent.
This can be evidenced by numerous projects, events, milestones, and achievements of historical significance in the half-century of rebuilding the homeland after peace was restored, such as: the policy of strictly protecting the ancient town of Hoi An and cultural and historical relics after liberation, which resulted in the creation of two World Heritage sites, the ancient town of Hoi An and the My Son temple complex, in 1999; the cooperative movement and the Phu Ninh large-scale irrigation project; the Duy Son hydroelectric power plant associated with the name of Labor Hero Luu Ban; the policy of economic restructuring and the issuance of open mechanisms to attract investment, leading to the establishment of the Chu Lai Open Economic Zone and industrial parks and clusters. Through these efforts, Quang Nam, once one of the poorest provinces in the country at the time of its re-establishment (1997), has made a breakthrough and risen to become a relatively prosperous province in the region, contributing to the central government's budget since 2017. Achievements in the road paving and rural development movements;… These are valuable traditions that need to be continued and promoted.
STREAMLINING THE APPARATUS IN LINKED TO PERSONNEL PREPARATION FOR PARTY CONGRESSES AT ALL LEVELS
* One of the most important tasks for 2025 is to prepare and successfully organize Party congresses at all levels and the 23rd Provincial Party Congress. Could you please tell us about some of the requirements for Party organizations and all levels, sectors, and localities in preparing the documents and personnel for the congresses?
PROVINCIAL PARTY SECRETARY LUONG NGUYEN MINH TRIET:
2025 is a year of many significant events for our homeland and country; it is the year of Party congresses at all levels and the 23rd Provincial Party Congress, leading up to the 14th National Party Congress. It is also the year we are determined to implement the revolution in restructuring and streamlining the organizational apparatus in the spirit of being lean, efficient, effective, and efficient, as directed by the Central Committee. In accordance with the Central Committee's directives and guidance, the Quang Nam Provincial Party Committee and its Standing Committee have focused on leading and directing the serious, timely, and high-quality preparation and organization of Party congresses at all levels in the province; especially important is the preparation of personnel and congress documents.
In preparation for the documents to be presented at the 23rd Provincial Party Congress, the Provincial Party Standing Committee has recently directed the organization of 6 scientific seminars; the Congress Document Subcommittee has deployed 7 working groups to conduct surveys and work with various sectors; and directed the development of numerous specialized reports in various fields.
The requirements include a thorough and comprehensive review of the implementation results of the Resolution of the 22nd Provincial Party Congress; studying, absorbing, and effectively applying the guiding thoughts and orientations of the Central Committee; accurately forecasting the context, situation, opportunities, and new challenges, especially concretizing the key contents of the Provincial Planning to determine the goals, targets, tasks, and solutions for the 2025-2030 term to be presented to the Provincial Party Congress. Party branches, grassroots party organizations, and party committees directly under the Provincial Party Committee must also seriously and meticulously prepare the congress documents in a way that is appropriate and feasible for each agency, unit, locality, and field.
Regarding personnel matters, it is essential to ensure adherence to the principles, requirements, standards, quality, structure, procedures, and processes as directed and guided by the Central Committee and higher-level Party committees. In particular, in implementing the Central Party Committee's, Politburo's, and Secretariat's policy on streamlining the organizational structure of the political system, we will aggressively reorganize and streamline departments and agencies in parallel with preparations for Party congresses at all levels. This is a difficult and complex issue, and it will undoubtedly give rise to many problems, requiring political determination, unified understanding, and action throughout the province.
I believe and hope that, under the leadership of the Party, with the tradition of unity, patriotism, and revolution; the spirit of overcoming difficulties, innovation, and creativity, the entire political system and people of the province will work together wholeheartedly to be ready to enter a new phase of development, breaking through and accelerating for the prosperity and beauty of our heroic homeland, Quang Nam.
