The People's Committee of Sam Son City organized a conference to implement tasks for socio -economic development and ensuring national defense and security in 2025.
Thanks to the spirit of unity, proactiveness, creativity, and the efforts of the Party Committee, government, business community, and all sectors of the people, Sam Son City has overcome the challenging year of 2024 and achieved many important accomplishments in all fields. Notably, 31 out of 31 key targets were completed and exceeded; the growth rate of production value ranked second in the province (12.3%); and the scale of production value ranked fifth in the province. The number of tourists reached 8.86 million; total investment capital mobilized for development in the area reached 12,000 billion VND; state budget revenue exceeded the assigned target; and the city ranked second in the province in the Provincial Competitiveness Index (DDCI)...
Based on the achievements and a clear understanding of opportunities and challenges, Sam Son City has set ambitious goals for 2025 – a year of special importance that will determine the outcome of implementing the Resolution of the 17th City Party Congress, term 2020-2025, and the 5-year socio-economic development plan (2021-2025). Accordingly, on December 12, 2024, the City Party Committee issued Resolution No. 14-NQ/TU on the direction and tasks for 2025. The Resolution sets out 10 economic targets, notably a growth rate of production value of 12% or more; a total of over 9.68 million tourists... At the same time, it sets out 10 social targets; 6 targets on planning, construction, urbanization and resources - environment; and 1 target on security - order. Two criteria for Party building.
To ensure the rapid implementation of the tasks and solutions outlined in Resolution No. 14-NQ/TU, the City People's Committee organized a conference to deploy socio-economic development and national defense and security tasks for 2025 in early January 2025. At this conference, city leaders clearly emphasized the resolute and decisive spirit of leadership and management by Party committees and authorities at all levels in organizing the focused, targeted, and effective implementation of the goals, tasks, and solutions for socio-economic development and national defense and security in 2025. Simultaneously, an action plan was developed, clearly defining the key areas of leadership and management for all levels of government, as well as assigning specific tasks to agencies, units, and localities within the city.
To accelerate progress and strive to achieve all targets and indicators for 2025, Sam Son City will focus on effectively implementing programs, projects, plans, and concretizing the Party's guidelines and policies, and the State's laws. The focus will be on tasks under the Provincial People's Committee's Action Program implementing Resolution No. 07-NQ/TU dated November 26, 2021, of the Provincial Party Committee on building and developing Sam Son City until 2030, with a vision to 2045. Simultaneously, the city will concentrate on leading, directing, and managing the implementation of tasks and solutions for socio-economic development, investment development, and the State budget revenue and expenditure estimates for 2025.
Clearly defining the meaning and importance of the "Revolution in Streamlining Organizational Structures," the City People's Committee will focus on directing the review and development of a plan to reorganize the apparatus to be "Small, Lean, Strong, Efficient, Effective, and Effective" in accordance with the directives of the Central Government and the province. It will also prepare well for the elections, consolidate and reorganize personnel after the Party congresses at all levels for the 2025-2030 term; and promptly address the benefits and policies for cadres, civil servants, and public employees after the reorganization. In particular, it will strengthen administrative discipline and order, and enhance the responsibility of leaders and cadres, civil servants, and public employees in performing their duties. At the same time, it will promptly screen and replace those with weak capabilities, who violate discipline, public service ethics, or professional ethics, and who have lost or have low credibility with the people; and encourage and protect those who are dynamic, creative, and willing to think, act, and take responsibility for the common good.
Tourism is the driving force behind the city's socio-economic growth; therefore, the city has identified the continued innovation of tourism service management, focusing on specific assignments, clear responsibilities, and accountability in implementing tourism service management plans, as a key task. This includes strengthening inspection and strictly penalizing violations. The city will continue to diversify tourism products, focusing on the implementation of beach tourism festivals, street carnivals, flower festivals, and the Love Festival - Hon Trong Mai. Simultaneously, it will enhance the organization of new events and festivals such as kite festivals on the beach, light festivals, food festivals, and exhibitions and parades of large-displacement motorcycles and classic cars.
Along with economic development, the city is also focused on further promoting the application of science and technology and digital transformation in production and business activities. Simultaneously, it aims for comprehensive and synchronized socio-cultural development; effectively implementing poverty reduction programs, projects, and policies, social security policies, policies for those who have contributed to the revolution, and policies for ethnic groups and religions. Furthermore, the city is concentrating on the decisive and effective implementation of Party regulations and State laws on preventing and combating corruption and negative practices, practicing thrift, and combating waste. It is strengthening the direction of consolidating national defense and security in conjunction with socio-economic development and disaster prevention and control, search and rescue. It is also promoting the building of strong, comprehensive, and secure grassroots organizations, linked with the implementation of grassroots democracy regulations...
The achievements made in 2024 have had a ripple effect on Party committees, government agencies, the business community, and all segments of the population. It is hoped that this will serve as a foundation for the city to be even more determined and strive harder to successfully achieve the goals and tasks of 2025. This will create a basis for Sam Son's faster and more sustainable development in the new phase.
