Immediately after the merger, the police forces of the 54 communes, wards, and special zones proactively implemented measures to ensure security and order in their areas; advising local Party committees and authorities to mobilize forces to organize campaigns to handle violations of urban order, traffic safety, and environmental sanitation.
In Ha An ward, from July 1st to the present, the ward police have organized 12 comprehensive night patrol shifts with the participation of nearly 40 officers, in coordination with local security forces.
Patrols are conducted continuously from 7:30 PM to 1:00 AM the following morning, focusing on inter-district roads, Provincial Road 331B, and border areas – places with a high risk of violations such as gatherings, theft, public order violations, possession of weapons and explosives, or illegal drug use.
During patrols, the police force promptly detected, warned, and dispersed three groups of teenagers who were gathering after 11 PM and exhibiting behavior that disrupted public order. They also issued warnings to four individuals under professional supervision. In addition, the task force also provided guidance and reminders to eight household owners on protecting their property and conducted security checks at two businesses to strengthen their security forces.
Captain Nguyen Van Duong, Head of Ha An Ward Police, emphasized: "We recognize that the first few days after the merger are a crucial period; any laxity will create loopholes for various types of criminals to exploit. Therefore, the unit will regularly maintain night patrols combined with administrative checks and residence control to maintain security and order throughout the area."
In Hong Gai ward, the ward police have focused on inspecting areas with complex urban order issues such as Ha Long Market I and II; checking and handling violations of unauthorized encroachment on roads and sidewalks, illegal parking, etc. From July 1st to the present, the ward police have conducted 40 patrols to ensure traffic safety and order, coordinated with the ward's urban order force to conduct 7 patrols, and issued warnings to 5 vendors selling drinks on roads and sidewalks, and 8 shops encroaching on sidewalks, requiring vehicle owners and businesses to commit to not repeating the violations.
In the coming period, the police in communes, wards, and special zones throughout the province will continue to strengthen inspection and handling of traffic safety and urban order violations, closely coordinating with mass organizations and residential areas to effectively carry out propaganda work and raise awareness and responsibility of each citizen. At the same time, they will promote the application of information technology in monitoring and handling violations, promoting the role of self-governing groups, community cameras, and the active participation of the people.
Continue cleaning up population data, linked to crime prevention.
Beyond direct security control, managing residency and cleaning up population data remains a core task that the entire provincial police force continues to maintain regularly and continuously. This is an important step in the digital transformation process of the police force and serves as a foundation for effective territorial management and implementation of Plan No. 156/KH-CAT-PC06 dated April 29, 2025, on launching a comprehensive residency inspection and review campaign throughout the province.
The reduction of Quang Ninh province from 171 to 54 commune-level administrative units places a significant demand on updating geographical area codes and adjusting citizen information in the National Population Database and on the citizen identification card issuance system.
The heavy workload and tight deadlines, coupled with the need to ensure accuracy and system consistency, have placed significant pressure on the police force, especially at the commune level. Many localities lack specialized equipment and have a shortage of professional personnel, particularly in remote, mountainous, and border areas.
In this context, to ensure the effective and timely implementation of Plan No. 156/KH-CAT-PC06 dated April 29, 2025, the administrative police force throughout the province has clearly defined its action motto as "implementing and adjusting simultaneously." This includes focusing on strengthening support and guidance for grassroots police forces, while continuing to refine and update the new area codes based on the merged administrative units.
Uong Bi Ward is one of the central urban areas in the western part of the province, with a high rate of urbanization, attracting a large number of people from other places to live, study, and work. In recent days, the Uong Bi Ward Police have been conducting checks and residency reviews in new urban areas and apartment complexes within the ward.
In these areas, the local police force proactively coordinated closely with the apartment building management board and neighborhood group leaders to review and compile lists of each household and individual, classifying them as permanent residents, temporary residents, lodgers, and tenants, etc. They organized checks and verified information of newly arrived temporary residents to ensure strict management, promptly detect individuals with suspicious signs or behaviors related to security and order, wanted fugitives, and criminals on the run, contributing to ensuring absolute safety before, during, and after the Party Congresses at all levels and the first Uong Bi Ward Party Congress, term 2025-2030.
During the inspection process, the police force combined propaganda and education to ensure citizens strictly comply with the Law on Residence and the Law on Citizen Identification, proactively reviewing, correcting, and supplementing citizen information on the national population database system, ensuring that the data is "accurate, complete, clean, and active," effectively serving management and administrative procedure reform. At the same time, they guided residents living in apartment buildings and new urban areas to connect and interact with Zalo groups and fanpages of the ward police force to regularly exchange and inform them of information related to residence activities, the security situation in the area, and the methods and tactics of criminals, in order to ensure security and order in apartment buildings and new urban areas in particular and in Uong Bi ward in general.
In addition to cleaning up population data, the police force is also simultaneously implementing a "90-day campaign to clean up marriage data" in coordination with the Department of Justice, the People's Court, and other relevant units to ensure consistency between data systems.
Captain Vi Manh Cuong, of the Quang Ha Commune Police, said: "Right from the first days after operating under the new organizational model, the commune police commander assigned each officer to be in charge of a specific area, coordinating with local security forces to continue checking and reviewing the residency of all households in the area, especially those citizens whose marital information has changed. This is extremely important, serving to address changes in citizens' residency information due to administrative boundary adjustments. This is also an indispensable foundation in the state management of security and order."
Mr. Dinh Cong Trinh, residing on Hoang Hoa Tham Street, Quang Ha Commune, stated: "The police officers are very active in ensuring the safety of the area, and at the same time..." " Through propaganda and reminders to the people to strictly abide by the regulations of the law , our people feel very secure and confident in the new model."
Thanks to the proactive efforts of commune-level police in controlling the situation immediately after the merger, and the smooth guidance and coordination of professional units, the Quang Ninh Police force is gradually affirming its leading role in maintaining peace at the grassroots level, stabilizing the area after the merger, and building a modern, efficient administrative system that serves the people even better.
