On the afternoon of June 5, Deputy Minister of Information and Communications (TT&TT) Nguyen Thanh Lam chaired a press conference to provide information on the ministry's activities and the information and communication industry in May 6 and the implementation plan of the Ministry's key tasks in the coming time.
At the event, Mr. Luu Dinh Phuc - Director of the Press Department informed about the launch of the Press Digital Transformation Support Center.
Accordingly, the Press Digital Transformation Support Center is the focal point to assist in providing information and documents, guiding press agencies to measure and assess the maturity of digital transformation; connecting and gathering experts, prestigious researchers, and leaders of major press agencies with a leading role to jointly solve the problems posed by the digital transformation of journalism. At the same time, practical support to create resonance and bring the highest efficiency for the digital transformation of the country's press.
"Implementing the policy of reforming the organizational apparatus, renovating working methods, reducing intermediaries, reducing focal points, simplifying procedures and especially promoting the application of information technology in operation, the Digital Transformation Support Center does not "bulge", does not give rise to a new apparatus, does not generate new staff, but uses internal resources available within the Ministry and external resources". Mr. Luu Dinh Phuc emphasized.
The Director of the Press Department also announced the set of indicators to evaluate and measure the maturity of press digital transformation issued by the Ministry of Information and Communications on June 2. The set of indicators is intended to help press agencies determine which stage they are in in the digital transformation process; from there, there are appropriate roadmaps, plans and solutions for digital transformation, helping the press agency to develop faster and stronger.
The index set is also the basis for creating a press digital transformation database with authentic information and data in order to help state agencies and units in charge of the press see the big picture; provide practical solutions to promote the digital transformation of the press and at the same time have more tools to evaluate the effectiveness of the implementation of programs and plans to support the digital transformation of newspapers on a national scale.
Specifically, the model to evaluate and measure the digital transformation maturity of the press agencies is a table consisting of 42 criteria divided into 10 sub-indices and grouped into 5 pillars of digital transformation with a maximum total score of 100. The digital transformation maturity of the press agencies will be determined based on the total score achieved, with 5 levels from weak to excellent.
After being appraised, the press agency will be granted a certificate of maturity in digital transformation by the Ministry of Information and Communications. The publication of the ranking of the maturity level of press digital transformation is carried out and announced annually by the Ministry of Information and Communications.
Also on the afternoon of June 5, the Ministry of Information and Communications launched the portal https://pdt.gov.vn/. Built and operated by the Press Digital Transformation Support Center, the portal pdt.gov.vn integrates software tools to assess and measure the maturity of press digital transformation to serve the assessment and determination of the digital transformation maturity of Vietnamese press agencies.
According to Director General Luu Dinh Phuc, the Press Department will organize training and guidance for press agencies to use software tools and properly apply the Index to ensure uniform and synchronous implementation nationwide. After being instructed, the press agencies will register and log in to the account provided by the system to self-assess and measure the maturity level of converting press numbers for their press agencies.
To ensure comprehensiveness and objectivity, the assessment and measurement of the maturity of press digital transformation is authorized by the Ministry of Information and Communications to assume the prime responsibility for, and coordinate with relevant agencies and experts, to review, collect data, compare data, and conduct independent appraisal and assessment of press agencies' maturity in digital transformation, based on the press agencies' self-assessed results.
Based on the evaluation results of the expert group, the evaluation score of each criterion of the press agency may be adjusted. The results of the assessment and ranking are publicly announced on the website of the Ministry of Information and Communications at https://mic.gov.vn/ and the Portal of the Support Center for Digital Transformation at https://pdt.gov.vn/.
