The path is wide open for commissioned films to be released in theaters.

The investment in commissioned films is substantial, and the effort put in by the filmmakers is considerable, yet the impact of commissioned films on the public is often weak. One of the reasons many people point to is the lack of funding for promotion and distribution, meaning even good films are often just "silk garments worn in the dark."

In 2023, three commissioned films were completed simultaneously: "Peach, Pho and Piano" - a film about the resistance against the French in Hanoi during the 1946-1947 period; "Hong Ha Nu Si ," about the history of the cultural figure Doan Thi Diem; and "Exposing" by Giai Phong Film Studio, dealing with the issue of combating corruption, a very "hot" topic. However, the vicious cycle of screening at premieres, entering them into film festivals, and in the longer term, showing them in film weeks and commemorative film events both domestically and internationally, or sending them to provinces and cities for distribution... repeated itself.

Sharing his concerns, the Director of the Vietnam Film Department, Vi Kien Thanh, acknowledged that releasing films in theaters is currently a problem for state-commissioned films, as there is only funding for production, not for distribution and dissemination. To address this, the department has developed a pilot project, expected to be implemented over two years (2024-2025). If approved, they will try to implement it immediately during the Lunar New Year of the Year of the Dragon. Under this project, the National Film Center will be responsible for distribution and dissemination, with 100% of the revenue going to the State. The implementation of this project will help alleviate the difficulties caused by the lack of distribution funding for films funded by the state budget.

If this pilot project is approved, the mechanism for commissioned films to be released in theaters may be streamlined, but one of the bigger obstacles is whether the films will be widely accepted by audiences, which is another story altogether. It's time for a newer, more effective approach so that state investment in filmmaking truly becomes a driving force for creators and stimulates the development of the film industry.
