Speaking at the commemoration ceremony, General Secretary To Lam recalled the historic milestone 80 years ago, when on the historic Ba Dinh Square, beloved President Ho Chi Minh solemnly read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam - the first people's democratic state in Southeast Asia, opening an era of independence and freedom for the country. From that historic moment, the Vietnamese nation embarked on a new journey: building a people's government, defending the Fatherland, and steadily advancing the country on the path of socialism, for the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization."
"In this sacred moment, we respectfully remember our ancestors, express our boundless gratitude to the great President Ho Chi Minh; and pay tribute to the revolutionary predecessors, millions of compatriots and soldiers who sacrificed and dedicated themselves to the independence, freedom, and unity of the Fatherland and the happiness of the people," the General Secretary emphasized.

According to the General Secretary, all the victories of the Vietnamese revolution are linked to the correct and wise leadership of the Party and the ideology, ethics, and style of Ho Chi Minh. Our Party, the vanguard of the working class, and also the vanguard of the working people and of the Vietnamese nation, has always steadfastly pursued the goal of national independence linked with socialism; creatively applied and developed Marxism-Leninism and Ho Chi Minh Thought in accordance with the country's realities through each stage; and placed the interests of the Fatherland and the people above all else. Thanks to this, our nation has overcome countless difficulties and challenges; our country, from a colony, has become an independent and unified nation, steadily advancing towards modernization and deep integration; and its position and prestige are increasingly affirmed on the international stage.
Throughout 80 years of hardship but heroism, we have affirmed the truth: under the glorious banner of the Party, guided by the light of Ho Chi Minh, relying on the strength of the people and the great national unity, there is no difficulty or challenge that our people cannot overcome; there is no noble goal that our nation cannot achieve. Therefore, no obstacle, no reason can prevent us from reaching peace, prosperity, and the enduring existence and development of our nation.
The General Secretary called on the entire Party, the entire people, the entire army, and our compatriots at home and abroad, through concrete and practical actions, to unite and work together to turn aspirations into reality; to make even greater efforts and be more determined; to maximize the intellect, creativity, and resilience of Vietnam; and to successfully achieve the goals and tasks set by the Party and the State, and expected by the people. We are determined and persistent in defending the independence, freedom, sovereignty, and territorial integrity of every inch of our sacred land with the combined strength of the entire nation: political, economic, cultural, scientific, technological, military, diplomatic strength, and the strength of the people's will. We want to be friends and reliable partners with all countries in the world. We respect international law and the United Nations Charter; and we resolve disagreements and disputes through peaceful means. We will absolutely not compromise with any plots or actions that infringe upon our independence, sovereignty, unity, and territorial integrity; we are determined to firmly defend our national and ethnic interests.

“In this sacred moment, each of us feels the echo of President Ho Chi Minh’s 1945 Declaration of Independence, seeing millions of Vietnamese hearts beating in unison with pride, resounding with the oath ‘to die for the survival of the Fatherland.’ We understand even more the value of ‘Independence,’ ‘Freedom,’ and ‘Happiness’; we cherish and are determined to cultivate peace; and we deeply appreciate the sacred meaning of the words ‘My People,’ ‘My Fatherland’," the General Secretary stated.

The commemorative program began at 6:30 a.m. with a torch procession and the lighting of the ceremonial flame. The traditional flame – a symbol of the indomitable will, undying strength, and enduring aspiration of the Vietnamese people, forged over thousands of years of nation-building and defense – was carried from the Ho Chi Minh Museum into Ba Dinh Square. The flame was then handed to Lieutenant General Nguyen Duc Soat, Hero of the People's Armed Forces and former Deputy Chief of the General Staff of the Vietnam People's Army, who achieved exceptionally outstanding feats, shooting down six enemy aircraft and becoming one of the heroic pilots of the Vietnam People's Army, to light the ceremonial flame in the center of Ba Dinh Square.
The flag-raising ceremony was solemnly held in Ba Dinh Square. At the same time, in the area in front of My Dinh Stadium, 15 105mm ceremonial cannons of the Artillery and Missile Command fired 21 volleys as the flag-raising ceremony with the national anthem was performed.
The parade and march were led by Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army.
The parade involved over 16,000 people, including: 4 ceremonial blocks; 43 blocks representing the People's Armed Forces; blocks of foreign armies including China, Russia, Laos, and Cambodia; military vehicles and artillery, and specialized police vehicles; 12 mass parade blocks; and 1 cultural and sports block. The forces standing on Ba Dinh Square included the honor guard and 29 standing blocks, comprising 18 armed forces blocks and 11 mass blocks.
Over Ba Dinh Square, Vietnamese Air Force units performed a celebratory aerial display with 31 aircraft, including helicopters, Su-30-MK2s, Yak-130 and L-39NG multirole fighter jets, and CASA tactical transport aircraft. Ten helicopters carried the Party flag and the national flag over Ba Dinh Square, while the Su-30-MK2s and Yak-130s performed a display of heat decoy dropping and aerobatic maneuvers in the Hanoi sky.
The forces participating in the naval parade (held at Cam Ranh naval port in Khanh Hoa province), broadcast live to Ba Dinh Square via narrated screens, included: the Navy, Coast Guard, Border Guard, and Military Region 5, showcasing various weapons and equipment: command ships; maritime patrol aircraft, anti-submarine helicopters; submarine squadrons, missile frigates, anti-submarine frigates, fast attack missile boats, naval gunboats; Coast Guard squadrons; Border Guard and Permanent Militia naval units, along with many modern vehicles and equipment.
After passing the reviewing stand at Ba Dinh Square, the marching contingents split into several directions, passing through the central streets of Hanoi to the assembly point and interacting with the people.
Prior to the rehearsal, to ensure safety and smooth operation, the Hanoi City Police organized traffic diversion and route guidance for vehicles throughout Hanoi from 10 PM on September 1st to 1 PM on September 2nd.
