The Ho Chi Minh City Technology Exchange is an important component of the science and technology market infrastructure, aiming to promote technology transfer and commercialization of research results.

The People's Committee of Ho Chi Minh City has just issued a decision approving the project " Ho Chi Minh City Technology Exchange Platform - New Phase".

The exchange consolidates data from Binh Duong and Ba Ria - Vung Tau.

According to a representative from the Ho Chi Minh City Department of Science and Technology, the Ho Chi Minh City Technology Exchange is organized and operated using a model that combines a physical trading space and a digital trading platform to expand access for businesses, organizations, and individuals to technology solutions and intellectual property within and outside Ho Chi Minh City.

The platform provides a full range of transaction support services, from receiving technology requirements, bids, offers, advice and brokerage, to appraisal, valuation, negotiation support, contract signing and post-transfer monitoring.

Business processes are standardized, ensuring transparency, security, and efficiency.

In this new phase, the Ho Chi Minh City Technology Exchange continues to implement various activities with diverse forms and content to support small and medium-sized enterprises in technology transfer, innovation, and enhancing competitiveness.

Earlier, at the end of 2025, the Ho Chi Minh City Department of Science and Technology also launched the expanded version of the Techport innovation and technology transfer portal.

The Techport portal has undergone a comprehensive upgrade in terms of interface, technology platform, and database, meeting the requirements of the city's expanded administrative boundaries after its merger with Binh Duong and Ba Ria - Vung Tau provinces.

The system has merged data from three technology exchanges into a single unified database, containing over 25,000 technologies and devices, 3,500 suppliers, and 1,400 experts.

Simultaneously, Techport is seamlessly integrated with the National Technology Exchange (Techmart Vietnam) database, attracting hundreds of thousands of visits and numerous online transaction connections between customers and suppliers.

Ho Chi Minh City is currently researching the development of a comprehensive architectural model for the operation of its Technology Exchange Platform, aiming to expand connections with technology exchange platforms in the Southeast region, thereby forming a regional network for technology transfer and application.

The project also aims to strengthen connections between research institutes, universities, science and technology organizations with businesses and investors, supporting businesses in accessing appropriate technological solutions, thereby reducing research and development costs, and improving productivity and competitiveness.

The exchange platform must have a minimum of 1,500 connections per year.

According to the set objectives, by 2030, the Ho Chi Minh City Technology Exchange aims to connect technology supply and demand information for at least 1,500 businesses and individuals annually through technology transfer promotion events, on-demand information provision, online trading platforms, and direct consultations with experts.

At the same time, the platform aims to support the signing of at least 50 technology transfer or equipment purchase contracts each year, increasing the percentage of technologies with clear intellectual property records and independent valuations to over 70% of the total technologies offered for sale by 2030.

In addition, the platform will establish a technology database categorized by the Technology Readiness Index (TRL) and by priority industrial development sectors, allowing for the assessment of the maturity level and practical applicability of technologies.

The Ho Chi Minh City Department of Science and Technology will directly organize the establishment and operation of the new phase of the Ho Chi Minh City Technology Exchange Platform, based on leveraging existing professional staff resources, scientific and technological information, technical infrastructure, and inheriting years of practical experience.

The Ho Chi Minh City Center for Information, Statistics and Application of Advanced Science and Technology is directly responsible for organizing and managing the trading floor with two types of facilities: physical trading spaces and online trading platforms. It also manages the technical infrastructure, databases, and business processes under the direction, coordination, and supervision of the Department.

The new phase of the Ho Chi Minh City Technology Exchange Platform, whose English name is Innovation Partnership and Technology Transfer Portal (Techport) , is headquartered at 79 Truong Dinh Street, Ben Thanh Ward, Ho Chi Minh City.
