Ensure safety conditions for candidates coming to the exam site

The 2025 high school graduation exam took place in complex weather conditions, especially in the northern midland and mountainous provinces. In that context, local authorities, theeducation sector and the whole society made great efforts to support candidates, especially those in remote, isolated and ethnic minority areas, to organize the exam safely and seriously.

Since June 23, heavy rains have occurred in Ha Giang province, causing landslides on many national highways, provincial roads, inter-commune and inter-village roads. To ensure traffic safety for the 2025 High School Graduation Exam, the Department of Construction of Ha Giang province has inspected all routes leading to exam sites; directed road management units and local authorities to immediately deploy human resources and machinery to repair and clear the roads as quickly as possible.

Local authorities also mobilized police, military, and militia forces to prepare specialized vehicles at key locations that are frequently flooded so that in case of an emergency, they can help candidates get to the exam site safely. In many mountainous districts, local authorities have arranged for candidates to eat and rest in dormitories right at the exam site.

Meanwhile, as a province that has just suffered heavy damage due to floods and landslides, with complicated weather conditions that could affect the organization of the 2025 High School Graduation Exam, Bac Kan has also prepared plans to respond to floods. The education and training sector has directed testing sites to specifically review actual conditions, coordinate with local authorities and functional forces to develop plans to respond to incidents such as floods, power outages, health care, security, and requires testing sites to ensure absolute safety for candidates and staff on duty, and not allow any candidate to be prevented from taking the exam for objective reasons.

With the motto "No candidate has to drop out of the exam due to difficult conditions", the work of supporting students has been carried out very early by schools, local authorities and the Thai Nguyen education sector. For this exam, Viet Bac High School in the Highlands has 832 candidates taking the exam, so in recent days, the school has mobilized enough teachers to review the exam for them. At Phu Luong High School, a mountainous school, there are 520 candidates, many of whom are ethnic minorities, the school has arranged for good teachers to teach and review for the students for free at the school.

In mountainous districts of Thai Nguyen such as Dinh Hoa, Vo Nhai, Dai Tu, Phu Luong..., schools have mobilized resources from the community to support 900 free meals for candidates, and arranged accommodation for candidates who live far away and have needs. Local authorities, police, and military have proactively developed plans to handle unusual situations related to floods, security, traffic, food safety, healthcare, electricity, and water.

In Ha Giang, the Provincial Youth Union has established 39 on-site youth volunteer teams and 18 mobile volunteer teams with nearly 1,000 union members and young people participating. The youth volunteer teams have called for and mobilized resources to support candidates, while coordinating with forces to handle unusual weather incidents, participating in guiding and directing traffic to ensure traffic safety; guiding candidates in completing exam procedures, etc.

Complete exam preparation

On the morning of June 25, Deputy Prime Minister Le Thanh Long and leaders of the Ministry of Education and Training inspected the organization of the 2025 High School Graduation Exam in Quang Ninh province. The inspection team acknowledged that the education sector, the provincial police, localities, departments, and branches have proactively prepared and deployed the necessary conditions to organize the exam. In particular, the Quang Ninh Provincial Exam Steering Committee has strengthened inspection, supervision, and combating malicious information on the internet, especially false information related to the exam; promptly detected and destroyed acts of taking advantage of social networks to spread exam questions and organize exam cheating.

Concluding the inspection, Deputy Prime Minister Le Thanh Long said that the special feature of this year's exam is that it will be held simultaneously for candidates to study two different educational programs. In addition, the exam takes place in the final days of the arrangement of the two-level local government apparatus, so there are many difficult tasks to handle. Therefore, the Deputy Prime Minister requested Quang Ninh province as well as other localities to organize the exam safely and seriously; create favorable conditions for candidates to have a comfortable spirit to take the exam effectively.

In Hanoi, the examination sites have carefully prepared to support candidates in moving to the examination rooms, completing the examination procedures, listening to the examination regulations, examination schedule, correcting errors (if any), presenting ID cards and receiving examination cards. At the examination site of Linh Nam Secondary School (Hoang Mai District), the organization of examination procedures for candidates took place smoothly. To ensure the exam takes place safely and smoothly, the examination rooms here are fully equipped with fans, air conditioners, drinking water; a spare examination room and a storage room for candidates are arranged at least 25m away from the examination room.

Teacher Dang Bich Ngoc, a teacher at Ly Tu Tan High School (Ung Hoa District), is the number 1 supervisor at Linh Nam Secondary School examination site, reminding candidates to strictly follow the examination regulations, especially absolutely not to use phones or high-tech devices to cheat during the exam. During the exams, candidates need to arrive on time, bring their ID cards and exam cards; do not bring prohibited items into the examination room. After being thoroughly informed of the examination regulations and schedule, candidate Nguyen Phuong Anh, examination site of Linh Nam Secondary School, said that she has mastered the examination regulations as well as the requirements of the exam. On the day of completing the exam procedures, she was carefully supported by the examination site, so she felt quite secure to be ready to enter this important exam.

This year, Hanoi has more than 124,000 candidates registered for the exam (an increase of more than 15,000 candidates compared to 2024), of which 2,565 candidates registered for the exam under the 2006 General Education Program and 121,507 candidates registered for the exam under the 2018 General Education Program. The Examination Council arranged 5,587 rooms for exam supervision, of which 5,172 were exam rooms; 182 waiting rooms, 233 spare rooms.

This year's exam has some new and adjusted points, so the officers and teachers participating in the exam supervision have clearly understood the specific goals and tasks.

Director of Hanoi Department of Education and Training Tran The Cuong

Director of the Hanoi Department of Education and Training Tran The Cuong said that this year's exam has some new points and adjustments, so the staff and teachers participating in the exam supervision have clearly understood the specific goals and tasks. During the exam organization, at the exam sites where candidates only take the first subject of the optional exam, the head of the exam site arranges an exit waiting room for them to sit until the end of the second subject exam. Candidates who only take the second subject exam are arranged to sit in the entrance waiting room to wait for the exam time. Each entrance and exit waiting room has at least one invigilator or exam room supervisor to manage and remind candidates to take the exam according to regulations. When the command is given to call candidates into the exam room, the invigilator compares and checks the candidates' identification papers; absolutely do not allow candidates to bring into the exam room any prohibited documents and items.

In addition to thoroughly understanding the regulations, many examination sites in difficult areas are also supported by schools as well as forces such as police, medical staff, and youth volunteers to help candidates take the exam safely. In Dak Lua commune (Tan Phu district, Dong Nai province), 77 students from Dak Lua Ethnic Boarding School had to cross the forest and go through two districts in Lam Dong province to reach the examination site nearly 60km from the school. The school coordinated with parents to rent a bus to pick them up and drop them off, arranged free accommodation, and many students brought mats and mosquito nets to stay overnight. In Kon Tum province, more than 1,800 ethnic minority candidates were mobilized by the Provincial People's Committee to receive socialized resources of more than 600 million VND to support exam costs. Meanwhile, in Dak Lak province, more than 1,300 volunteers of the Provincial Youth Union participated in supporting the exam season, organizing the cooking of more than 1,000 free meals to support candidates...

Director of the Department of Quality Management (Ministry of Education and Training) Huynh Van Chuong said that this year's exam has the participation of two groups of candidates: the group studying according to the 2018 general education program and the group studying according to the 2006 general education program. Therefore, the organization of the exam needs special attention. Accordingly, for the exam invigilation, candidates taking the 2006 general education program only need to be present 10 minutes before the exam time of the second subject in the combined or elective exam. Meanwhile, candidates studying the 2018 general education program must be present from the beginning of the exam and wait in the waiting room before being called into the exam room. Notably, for the Geography subject, only candidates taking the 2006 general education program are allowed to bring Atlases into the exam room.

Today (June 26), candidates taking the exam according to the 2018 General Education Program will take the Literature exam in the morning and the Math exam in the afternoon; on the morning of June 27, they will take the first and second subjects of the optional exam. Candidates taking the exam according to the 2006 General Education Program will take the Literature exam in the morning of June 26 and the Math exam in the afternoon; on the morning of June 27, they will take the Natural Science exam (including the following subjects: Physics, Chemistry, Biology) and the Social Science exam (including the following subjects: History, Geography, Civic Education), and in the afternoon, they will take the Foreign Language exam.
