According to a document sent by the Vietnam Buddhist Sangha Executive Council to localities on June 25, this activity will be held simultaneously on the day the newly merged provinces and cities begin operating the two-tier government model. Pagodas will also chant sutras and organize spiritual rituals to arouse the spirit of national unity.

The Church considers this a special historical event, marking a new stage of development for the country. The bell-ringing activity demonstrates the spirit of "Buddhism accompanying the nation in every stage of history".
"This is an extremely special historical event in the process of the nation entering a new era of prosperous development," the document stated.
Previously, during a group discussion at the National Assembly on June 11, Venerable Thich Bao Nghiem, Vice Chairman of the Executive Council and Head of the Central Propagation Committee of the Vietnam Buddhist Sangha, said that the Executive Committees of the Vietnam Buddhist Sangha in districts will be dissolved to streamline the apparatus, in sync with the arrangement of administrative units nationwide.
The provincial Executive Committees will be reorganized to correspond to the 34 provinces and cities after the reorganization. The Executive Committees in the merged localities will also be consolidated, with their headquarters located in the new provincial capital or according to actual conditions. After the reorganization, the organizational system of the Vietnam Buddhist Sangha will consist of three levels: Central, provincial/municipal, and grassroots.
The Vietnam Buddhist Sangha was established in 1981 on the basis of voluntary unification of 9 Buddhist organizations, associations, and sects nationwide. With full legal status and legal entity, the Vietnam Buddhist Sangha represents Vietnamese monks, nuns, and Buddhist followers at home and abroad, and is also a member of international Buddhist organizations.
From July 1, the whole country will officially operate a two-level local government model after the National Assembly passed a resolution to merge and reduce the number of provinces and cities from 63 to 34.
