This proposal was put forward by the Ministry of Agriculture and Environment in a document signed by Deputy Minister Le Minh Ngan on July 2nd, sent to the People's Committees of provinces and cities.

The Ministry requires provinces and cities to complete the administrative boundary dossiers at the provincial (province, city) and commune (commune, ward, special zone) levels after the reorganization. The results of the dossiers, once determined, must be sent to the Ministry of Agriculture and Environment before July 10th.
The Ministry of Agriculture and Environment also requested provinces and cities to direct and finalize the results of the 2024 land inventory at the commune and provincial levels after the administrative unit reorganization. This needs to be completed and the results submitted to the Ministry before August 20th. During the implementation process, if any difficulties arise, the Ministry requests provinces and cities to report them immediately for consideration and guidance.
Earlier, in mid-May, the Ministry instructed that land inventory at the provincial level be halted until the new administrative boundaries are finalized.
According to the National Assembly's resolution on the reorganization of provincial-level administrative units, from July 1, 2025, the number of provinces and cities nationwide will be reduced from 63 to 34. Eleven provinces and cities will remain unchanged: Hanoi , Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, and Cao Bang.
At the same time, the number of commune-level administrative units nationwide will be reduced to 3,321 communes, wards, and special zones, according to a decision by the Standing Committee of the National Assembly. District-level administrative units, including cities, towns within provinces, cities within cities, and townships nationwide, have been dissolved.
