Following the direction of the Provincial People's Committee, the People's Committee of Cam Xuyen commune has issued a plan to implement a campaign to install the Ha Tinh Digital Citizen Application (i-HaTinh), which integrates a platform for reporting incidents, throughout the commune. Accordingly, the locality will organize this campaign from May 13th to May 24th, 2026.
The campaign was implemented simultaneously across villages to bring the application closer to the people, helping them easily access digital utilities and connect directly with the government through smartphones.

Taking advantage of the evening hours, after people had finished their work, at the cultural center of Hamlet 13, Cam Xuyen Commune, the leaders of the Commune People's Committee, along with officials and staff, directly guided people in installing, registering accounts, and using the features on i-HaTinh, an integrated platform for reporting incidents. Officials, staff, members of community digital transformation teams, and youth union members actively participated in directly guiding people in installing and using the application.

Mr. Manh Dinh Thanh, Secretary of the Party Branch of Village 13 (Cam Xuyen Commune), said: “We informed the people about the time and location for installing the i-HaTinh application. These days, many people are participating at the village cultural center, mainly the elderly and those who are not tech-savvy. Some evenings, there are 50-70 people coming to install the application. This is a very practical application because it helps people easily access information and report issues arising locally.”
The i-HaTinh application was developed to create a direct connection channel between citizens and the government on a digital platform; in which, the system for reporting incidents is operated by the Center for Science , Technology and Digital Transformation (Ha Tinh Department of Science and Technology). After receiving citizen feedback, it will be verified, categorized, and forwarded to the relevant authorities for processing. All resolution results are publicly available on the system for citizens to monitor, supervise, and evaluate. The identity of the person reporting is kept confidential and encrypted on the system.

For local residents, installing i-HaTinh makes it more convenient to access information and report local issues.

Locals are delighted after successfully installing i-HaTinh.
To implement the campaign, Cam Xuyen commune adopted the motto "Go to every alley, knock on every door, guide each resident to install and use the i-HaTinh application".


In Hamlet 16, Cam Xuyen Commune, the deployment of i-HaTinh was also carried out quickly and effectively. Not only at the hamlet's cultural center, but also at the homes of residents, officials and staff of the Cam Xuyen Commune People's Committee went to each household to assist with the application installation. According to the assigned target, Hamlet 16 was to install 239 accounts. To date, the hamlet has successfully installed 225 accounts, achieving 93.7%.
Ms. Nguyen Thi Lieu, Head of the Women's Association in Hamlet 16 (Cam Xuyen Commune), said: “During the day, many people are busy with work and don't have time to install the application. Therefore, taking advantage of the cool evening weather, we focus on speeding up the installation process. Hamlet 16 is divided into two support groups to directly guide people, ensuring that everyone can access and use the application effectively.”

Ms. Nguyen Hong Hanh (village 16, Cam Xuyen commune) shared: “Elderly people like us are not used to using smartphones, so we were quite confused at first. After receiving thorough guidance from local officials, I found this application very convenient.”

According to Mr. Nguyen Van Chien, Vice Chairman of the Cam Xuyen Commune People's Committee: "To implement the i-HaTinh application, the Commune People's Committee has diversified its communication methods through the local broadcasting system and official social media platforms. In particular, the commune launched a high-intensity campaign: 'Going door-to-door, guiding each citizen to install and use the i-HaTinh application.' We instructed the villages to assist people with installation in the evenings to help speed up the process. This contributes to raising awareness of digital transformation among the people and creating an online interaction channel between the people and the government."
By supporting people in installing and using i-HaTinh, Cam Xuyen commune hopes to create a close and effective digital connection channel between the government and the people; thereby, feedback and suggestions from the grassroots level will be received and processed promptly, contributing to building a more substantive and effective digital government and digital citizens.
Shortly after launching the campaign, as of now, Cam Xuyen commune has 3,326 out of 7,289 accounts that have installed the i-HaTinh application, reaching a rate of 45.63%. The commune is continuing to promote and support people in installing and using the application, striving to complete the campaign by May 2026.
