INTERNAL POLITICAL SECURITY DEPARTMENT GETS INVOLVED
Specifically, on the morning of June 28th, during the literature exam, photos of the exam paper appeared online around 8:00 AM, while according to the official exam schedule announced by the Ministry of Education and Training, the exam papers were to be distributed at 7:30 AM and the exam would begin at 7:35 AM.
Candidates complete the procedures to enter the examination room on June 28th.
In a press release, the National Steering Committee for the 2023 High School Graduation Examination stated: "The Ministry of Education and Training has received the information and forwarded it to the Department of Internal Political Security (A03) for verification. If any violations are found, they will be strictly handled according to regulations. The information does not affect the exam because the interaction likely involved only one candidate. To date, the Ministry of Education and Training has not received any information regarding exam solutions or guidance from outside the examination room."
The Minister of Education and Training issued a directive to rectify the situation.
Following the leak of exam questions for both Literature and Mathematics on the first day of the exam, June 28th, the Minister of Education and Training issued a directive that same evening on strengthening measures to ensure security and safety for the 2023 high school graduation exam.
Accordingly, the Ministry of Education and Training requests the chairpersons of the People's Committees of provinces and centrally-administered cities to instruct the provincial steering committees to focus on directing the examination councils to promptly carry out several tasks. These include directing the heads of examination centers to: strengthen the dissemination and reminders to candidates to strictly adhere to the examination regulations; and requiring invigilators, examination room supervisors, and all personnel involved in organizing the examination to maintain high levels of concentration and apply the knowledge and skills they have received training to prevent violations of examination regulations, especially the use of technological devices for cheating.
The Ministry of Education and Training also requested that local examination steering committees promptly report violations to competent authorities for handling according to regulations. Furthermore, they should continue to strengthen coordination with security forces to ensure the security and safety of the examination in their respective areas, especially in preventing and deterring the use of high technology to violate examination regulations.
In addition, the Ministry of Education and Training also requested examination boards to continue strengthening measures to prevent the use of high-tech devices in order to minimize the possibility of cheating in the examination room, and to strictly manage exam papers according to regulations.
Public opinion was still buzzing about the suspected leak of the Literature exam questions when, on the afternoon of the same day, information emerged about a leak of the Mathematics exam questions. Specifically, an image of a Mathematics exam code allegedly sent out at 3:39 PM, while the exam time for Mathematics was supposed to end at 4:00 PM, surfaced. At 6:00 PM on June 28th, the National Steering Committee for the 2023 High School Graduation Exam issued a brief statement: "Regarding the suspected leak of the Mathematics exam questions, the Steering Committee has received the information and forwarded it to A03 for verification and handling according to regulations. Currently, this information does not affect the exam."
Furthermore, regarding the Literature exam, on social media, some student groups also posted photos of the mock exam for the 2023 high school graduation exam organized by the Nghe An Department of Education and Training, showing that the literary analysis question (5 points) was identical to the essay question in the official Literature exam for the 2023 high school graduation exam. In response to these discussions, the exam steering committee stated: "Using the same source material in the exam is completely normal. The difference lies in the fact that even with the same source material, each exam has different specific requirements (analysis, evaluation, commentary, etc.)."
On the first day of the 2023 high school graduation exam, there was an incident involving suspected leaks of exam questions for two subjects: Literature and Mathematics.
WHAT ARE THE PUNISHMENTS FOR LEAVING EXAM QUESTIONS BEHIND?
According to Clause 1, Article 1 of Decision No. 531/QD-TTg dated May 19, 2023, promulgating the list of state secrets in the field of education and training: "State secrets of the highest level of confidentiality include official exam questions, reserve exam questions, answer keys for official exam questions, and answer keys for reserve exam questions of high school graduation exams, national excellent student selection exams, and international and regional Olympic team selection exams that have not been made public."
Which locality leaked the literature and mathematics exam papers?
Regarding the early leak of the Literature and Mathematics exam papers from the first day of the 2023 National High School Graduation Exam, A03 has conducted initial verifications.
Accordingly, on the morning of June 28th, about 15 minutes after the literature exam papers were distributed, a candidate from the Cao Bang Provincial Examination Board used an iPhone 11 to take a picture of the exam questions. This candidate then sent the picture to a relative to ask for help solving the problems. Just 25 minutes after the exam, the image of the literature exam paper had spread across social media and caused a stir.
Upon receiving the information, A03 coordinated with the Ministry of Education and Training's Examination Steering Committee and local police to investigate. By 1:30 PM on June 28th, authorities had located the candidate who sent the Literature exam questions out early. A03 continues to cooperate with relevant professional units and the Cao Bang Provincial Police to investigate and handle the case according to regulations. Simultaneously, A03 will advise the Ministry of Education and Training's Examination Steering Committee to strengthen inspections and strictly handle cases of cheating using high-tech devices during the exam.
Regarding the information about the leaked math exam on the afternoon of June 28th, A03 stated that this case originated from the Yen Bai Provincial Examination Board. Authorities are continuing to verify and clarify this matter.

Clause 2, Article 46 of the Regulations on the High School Graduation Examination regarding the handling of unusual incidents states: "In case of exam paper leakage: only the National Examination Steering Committee has the authority to conclude on the situation of exam paper leakage. When the official exam paper is leaked, the National Examination Steering Committee shall decide to suspend the subject whose paper was leaked. Other subjects will continue as normal according to the schedule. The subject whose paper was leaked will be tested using a backup exam paper at an appropriate time, after the last exam session of the examination."
Candidates will take the remaining exams today.
The regulations also stipulate: "Dismissal or recommendation for criminal prosecution will be made for anyone who commits any of the following violations," including taking exam papers outside the examination area or bringing answer sheets into the examination room during the exam; leaking exam questions, buying or selling exam questions, etc.
For candidates taking the exam, the regulations also stipulate suspension from the exam for specific offenses, including the act of "taking exam questions out of the exam room or receiving answers from outside the exam room." Furthermore, Clause 7, Article 49 of the Regulations states: "For violations with criminal implications, educational management agencies shall prepare dossiers and send them to the competent authority for consideration of criminal prosecution according to regulations; for other violations, depending on the nature and severity of the violation, disciplinary action will be taken according to the prescribed forms."
