The Government Office has just issued a document conveying the directives of Deputy Prime Minister Nguyen Hoa Binh regarding the implementation of the reorganization of district and commune-level administrative units in the period 2023-2025.
The Deputy Prime Minister requested the Ministry of Interior to take the lead and coordinate with ministries, agencies, and localities to prepare a Government report summarizing the work of reorganizing district and commune-level administrative units in the 2023-2025 period, in order to propose commendations or awards within their authority to localities that have performed well in the reorganization of administrative units.
Given the difficulties and obstacles encountered in the implementation, the Deputy Prime Minister requested the Ministry of Interior to compile a report for the Government and the Prime Minister.
The Deputy Prime Minister instructed that administrative units at the district and commune levels subject to restructuring in the 2023-2025 period but not yet restructured should complete the restructuring as soon as possible in the 2026-2030 period (Illustrative image: Phu Tho Newspaper).
Based on the report from the Ministry of Interior, competent authorities will issue new or amend and supplement guiding documents to continue implementing the administrative unit restructuring work for the period 2026-2030, aiming to thoroughly resolve obstacles and difficulties in the 2023-2025 period and create favorable conditions for implementation in the new period.
The Ministry of Construction is tasked with urging and guiding localities to finalize urban planning, reviewing and simultaneously guiding localities in reviewing, adjusting, supplementing, and implementing procedures such as the preparation, appraisal, and approval of urban plans and other related plans.
The Deputy Prime Minister emphasized the importance of ensuring the progress of the reorganization of district and commune-level administrative units during the 2026-2030 period.
In addition, the Government leaders instructed ministries and ministerial-level agencies to focus on resolving difficulties, obstacles, and proposals and recommendations from localities regarding the rearrangement of district and commune-level administrative units in the 2023-2025 period, in order to promptly report any issues arising that are beyond their authority to the competent authorities.
Ministries also need to proactively review and adjust guiding documents under their authority regarding the reorganization of district and commune-level administrative units in the 2023-2025 period.
For centrally-governed cities, the Standing Deputy Prime Minister requested the completion of procedures and submission to competent authorities for the issuance of decisions on urban classification and recognition of urban infrastructure development levels for urban administrative units.
In addition, according to the Deputy Prime Minister, it is necessary to urgently reorganize and streamline the organizational structure and the staff of officials, civil servants, and employees at agencies, organizations, and units at the district and commune levels after the reorganization.
The Deputy Prime Minister also directed localities to convert seals and related documents for individuals, organizations, and businesses due to changes in administrative boundaries and unit names.
In particular, he noted the need to address the regulations and policies for redundant officials, civil servants, and non-specialized personnel; and to reorganize and handle public offices and assets…
The Deputy Prime Minister emphasized the need to ensure thorough preparation for the Party Congresses at all levels for the 2025-2030 term and the elections of People's Council representatives at all levels for the 2026-2031 term.
Local authorities also need to review and prepare the necessary conditions for developing a comprehensive plan for the reorganization of district and commune-level administrative units in the period 2026-2030.
In particular, the Deputy Prime Minister noted that the number of district and commune-level administrative units subject to restructuring in the 2023-2025 period, but which localities have requested not to be restructured yet, needs to be reviewed to ensure maximum restructuring is implemented in the 2026-2030 period.
