Merging Quang Binh and Quang Tri provinces: Absolutely avoid the distinction between "my province and your province"

On the afternoon of April 17th, the Standing Committees of the Quang Binh and Quang Tri Provincial Party Committees held a meeting to discuss matters related to the merger of the provinces .

At the conference, the leaders of the two provinces heard reports on several issues related to the merger and consolidation of provincial-level administrative units; received many important discussion points; and agreed on key solutions to develop a plan for the reorganization and merger of Quang Tri and Quang Binh provinces into a new Quang Tri province.

A historic opportunity

Mr. Le Ngoc Quang, Secretary of the Quang Binh Provincial Party Committee, believes that the merger of the two provinces is not just an administrative event but a historic opportunity to re-establish a new development space, expand growth potential, promote regional linkages, and effectively exploit the potential and advantages of the two localities with strategic geographical locations and many similarities in natural, cultural, and social conditions.

In particular, they are located along key national and regional development corridors. This opens up opportunities for comprehensive socio -economic development, contributing to enhanced competitiveness, attracting investment , developing infrastructure, and elevating the locality's position within the North Central region and the whole country.

Also at the conference, Mr. Quang proposed the establishment of a provincial-level steering committee on administrative unit mergers and working groups to assist the steering committee, organized by sector.

Avoid making distinctions between "my province - your province".

The Quang Binh Provincial Party Committee's Organization Department and the Quang Tri Provincial Department of Internal Affairs are tasked with leading and coordinating with the Quang Tri Provincial Party Committee's Organization Department and the Quang Tri Provincial Department of Internal Affairs to advise and submit to the Standing Committee of the Quang Binh Provincial Party Committee for signing and promulgation a decision to establish the steering committee and working groups.

The functional agencies and units of the two provinces are also tasked with proactively connecting and coordinating directly with each other, exchanging information, and sharing data to unify the orientation of organizational structure, staffing, and functions and tasks of each department, board, and unit, ensuring continuity, suitability, and avoiding major disruptions during the operation of the new province.

Political and ideological work and propaganda aimed at creating consensus, especially among cadres, Party members, civil servants, and public employees, were also particularly emphasized.

"It is necessary to emphasize that this is a common political task with strategic significance, thereby arousing a sense of responsibility, organizational discipline, and determination to implement it throughout the entire political system. Absolutely avoid negative manifestations and discrimination based on 'my province - your province,' which could affect the spirit of unity and solidarity," Mr. Quang concluded.

Quang Binh province has arranged office buildings and official residences for officials from Quang Tri province.

At the conference, many also expressed concerns among officials from Quang Tri province about having to travel to Quang Binh province for work.

Regarding this matter, the Secretary of the Quang Binh Provincial Party Committee has assigned the Standing Committee of the Quang Binh Provincial Party Committee the task of focusing on reviewing and developing a plan for arranging and allocating office space, equipment, and official housing for cadres, civil servants, and employees from Quang Tri to work at the new headquarters, ensuring that all necessary conditions are met.
