Specifically, the area of Sai Dong ward is 0.859 ^km² (which is less than the regulated 1.1 ^km² ); the population is 17,992 people (below the regulated 45,000 population).

During the period from 2026 to 2030, three more wards in the district, namely Cu Khoi, Gia Thuy, and Ngoc Lam, will be subject to review for reorganization.

In order to properly implement the policies of the Central Government and the City, ensuring the roadmap and progress according to the principles of comprehensiveness and synchronicity; appropriate, rigorous, cautious, and effective methods; centralized and unified leadership of the Party committee; ensuring political and social stability; and avoiding disruption to the lives of the people, Long Bien district plans to merge Sai Dong ward according to the principle of using the center of Sai Dong street as the dividing axis.

Based on this, the natural area and population of the area from the center of Sai Dong Street towards May 10 Garment Company will be merged into Phuc Loi Ward; the remaining area will be merged into Phuc Dong Ward. The number of wards after the reorganization in the district will be 13, a reduction of 1 ward compared to before the reorganization. The proposal to avoid merging the entire Sai Dong Ward into another ward aims to minimize difficulties in state management due to the large and dispersed geographical area.

Accordingly, the specific merger plan is as follows:

The merger involves incorporating 0.73 ^km² of natural area (the area from the center of Sai Dong town towards May 10 Garment Company) and a population of 13,092 people from Sai Dong ward into Phuc Loi ward. After the merger, Phuc Loi ward will meet the two standards regarding area and population as prescribed. Specifically, the area will reach 6.98 ^km² (126.9% of the standard); and the population will reach 33,840 people (225.6% of the standard).

0.13 ^km² of natural area (the area from the center of Sai Dong town towards Phuc Dong ward) and a population of 4,817 people were merged into Phuc Dong ward. After the merger, Phuc Dong ward also meets the two standards regarding natural area and population as prescribed: an area of 4.66 ^km² (reaching 84.7% of the standard) and a population of 21,739 people (reaching 144.9% of the standard).

The People's Committee of Long Bien District issued Plan No. 182/KH-UBND dated March 25, 2024, to implement the process of rearranging commune-level administrative units, organizing voter consultations, and submitting it to the District People's Council for approval. Specifically, the details are as follows:

Step 1: Wards subject to the regulations must organize the collection of voter opinions by March 31, 2024; then report to the Ward Party Committee, and complete the report to the District People's Committee by April 2, 2024.

Step 2: After obtaining the results of the voter consultation on the content of the Project Proposal, if more than 50% of the voters approve it, the District People's Committee will report to the District Party Committee and submit it to the District People's Council at a special session for discussion and voting on the approval of the Project Proposal. Then, the finalized dossier will be sent to the Hanoi City People's Committee before April 10, 2024, for submission to the City People's Council for approval of the Project Proposal before May 15, 2024.

Step 3: After the Standing Committee of the National Assembly issues a Resolution on the reorganization of administrative units in Hanoi City, based on the City's directives, the District People's Committee reports to the District Party Committee's Standing Committee to direct all levels and sectors to implement the reorganization uniformly according to regulations. To ensure the unified, synchronized, and effective implementation of the administrative boundary reorganization, Long Bien District has required that Party committees and authorities, especially the leaders, must have high political determination, make great efforts, and do a good job of propaganda and mobilization to create high unity within the political system and the consensus and support of the people; paying attention to and carefully considering the specific factors of historical traditions, culture, ethnicity, religion, beliefs, customs, geographical location, natural conditions, community, and the requirements for ensuring national defense, security, social order and safety, and socio- economic development.

The Standing Committee of the Long Bien District Party Committee established a Steering Committee and regularly led and directed the restructuring; focusing on directing a scientific and rational restructuring plan, taking into account forecasting factors in the next phase; paying special attention to the arrangement and organization of Party, government, Fatherland Front and political and social organizations in the wards, especially the staff of officials, civil servants and non-professional workers in a rational manner, ensuring their rights and compliance with regulations.

With the administrative unit reorganization carried out in accordance with regulations, the wards in the district after reorganization have appropriate natural areas and population sizes, thereby creating favorable conditions and efficient resources for development, contributing to the overall sustainable development of Long Bien district, the country, and the capital city.
