Specifically, the area of Sai Dong ward is 0.859 km2 (ie 1.1 km2 less than the regulation); the population is 17,992 people (less than the regulation of 45,000 people).
In the period from 2026 to 2030, there will be 3 more wards in the district, namely Cu Khoi, Gia Thuy, and Ngoc Lam, subject to review for rearrangement.
In order to properly implement the policies of the Central Government and the City, ensure the roadmap and progress according to the principles of comprehensiveness and synchronization; appropriate, strict, cautious and effective methods; have the centralized and unified leadership of the Party Committee, ensure political and social stability, and not cause disruption in the daily life of the people, Long Bien district plans to merge Sai Dong ward according to the principle: taking the center of Sai Dong street as the axis to divide the boundary.
On that basis, the natural area and population of the area from Sai Dong city center towards May 10 Company will be merged into Phuc Loi ward; the remaining part will be merged into Phuc Dong ward. The number of wards after the arrangement in the district is 13, 1 ward less than before the arrangement. The proposed plan of not merging the entire Sai Dong ward into another ward is to minimize difficulties in State management due to the large and scattered area.
Accordingly, the specific merger plan is as follows:
Merge 0.73 km2 of natural area (area from Sai Dong city center towards May 10 Company) and population of 13,092 people of Sai Dong ward into Phuc Loi ward. After the merger, Phuc Loi ward will ensure 2 standards of area and population according to regulations. Specifically, the area is 6.98 km2 (126.9% of the standard); population size is 33,840 people (225.6% of the standard).
Merge 0.13 km2 of natural area (area from Sai Dong city center towards Phuc Dong ward) and population of 4,817 people into Phuc Dong ward. After the merger, Phuc Dong ward also ensures 2 standards on natural area and population according to regulations: area of 4.66 km2 (reaching 84.7% of the standard) and population size of 21,739 people (reaching 144.9% of the standard).
Long Bien District People's Committee has issued Plan No. 182/KH-UBND dated March 25, 2024 to implement the process of arranging commune-level administrative units, organize to collect voters' opinions and submit to the District People's Council for approval. Specifically as follows:
Step 1: Wards that are required to arrange to collect voters' opinions according to regulations on March 31, 2024; then report to the Ward Party Executive Committee, complete the report to the District People's Committee on April 2, 2024.
Step 2: After receiving the results of the voter consultation on the content of the Project, if more than 50% of voters agree, the District People's Committee will report to the District Party Committee and submit it to the District People's Council at a thematic session to discuss and vote on approving the content of the Project. Then, complete the dossier and send it to the Hanoi People's Committee before April 10, 2024 to submit it to the City People's Council for approval of the Project before May 15, 2024.
Step 3: After the National Assembly Standing Committee has a Resolution on the arrangement of administrative units for Hanoi City, based on the direction of the City, the District People's Committee reports to the District Party Committee Standing Committee to direct all levels and sectors to implement uniformly according to regulations. In order to implement the work of arranging administrative boundaries uniformly, synchronously and effectively, Long Bien District has requested that Party committees and authorities, especially leaders, must have high political determination, make great efforts, do a good job of propaganda and mobilization, create high unity in the political system and consensus and support of the people; pay attention to and carefully consider specific factors of historical traditions, culture, ethnicity, religion, beliefs, customs, practices, geographical location, natural conditions, residential communities, requirements to ensure national defense, security, order, social safety, and socio -economic development.
The Standing Committee of Long Bien District Party Committee has established a Steering Committee and regularly leads and directs the arrangement; focuses on directing a scientific and reasonable arrangement plan, taking into account forecast factors in the next period; pays special attention to arranging and reorganizing Party agencies, government, Fatherland Front and socio-political organizations of the ward, especially the team of cadres, civil servants, and non-professional workers of the ward in a reasonable manner, ensuring rights and in accordance with regulations.
With the implementation of administrative unit arrangement in accordance with regulations, the wards in the district after arrangement have appropriate natural area and population size, thereby having favorable conditions and effective resources for the development process, contributing to the common and sustainable development of Long Bien district, the country and the Capital.
