Ho Chi Minh City Social Insurance guides health insurance participants who are students studying at educational institutions in the national education system in Ho Chi Minh City, except for those who have participated in other forms of health insurance according to the provisions of the Law on Health Insurance and foreign students who are not granted scholarships from the State budget.
For students who have participated in family health insurance , they must switch to participating in student health insurance at the educational institution to deduct funds for primary health care.
For educational institutions in Binh Duong province and Ho Chi Minh City (before the merger): The amount of health insurance for students is 631,800 VND/year because the state budget has supported 50%.
For educational institutions in Ba Ria - Vung Tau province (before the merger): The amount of health insurance premium paid by students is 379,080 VND/year because the state budget supports 50% of the health insurance premium and there is an additional support of 20%/card according to Resolution 04/2020/NQ-HDND applicable until December 31, 2025.
Recently, the Ho Chi Minh City Social Insurance has proposed to the Ho Chi Minh City People's Committee that 100% of students with health insurance in Ho Chi Minh City will receive 70% budget support because currently the rate of students participating in health insurance is still low, below 80%.
According to Ho Chi Minh City Social Insurance , in case educational and training institutions apply the 70% supported health insurance premium to collect health insurance for students in the 2025-2026 school year, when there is a change or adjustment in the additional support rate according to Resolution 04/2020/NQ-HDND, educational and training institutions must collect additional payments (if any) to ensure full payment of health insurance for students.
From January 1, 2026, Ho Chi Minh City Social Security will have instructions to continue or temporarily stop implementing the policy of supporting an additional 20% of the cost of issuing health insurance cards for students according to Resolution 04/2020/NQ-HDND.
Students register and pay health insurance at educational institutions in 3 ways:

In case students have health insurance cards that expire in the remaining months of 2025 or have not participated in health insurance before, they will only have to pay health insurance for the remaining months until December 31, 2025.
For students from near-poor households, according to regulations, they must participate in local health insurance (the state budget supports 70%). If they have not participated in local health insurance , they must participate in student health insurance at school.
If a card is later issued to a different group of subjects, it will be refunded according to regulations (the amount paid will be returned from the time the health insurance card issued to the new group becomes valid).
As for students with health insurance cards belonging to other groups (relatives of police officers, soldiers, military, key personnel, poor and near-poor households, etc.), if the card expires and they do not continue to participate in other groups, they will continue to participate in the student group from the following month at the educational institution they are attending until the end of the general term of the educational institution.
