At the scene, under the timely direction of the Party Committee and People's Committee of Son Thuy commune, together with the participation of departments, branches, functional forces and the spirit of solidarity of the people, Son Thuy commune promptly overcame the incident at the beginning of Son Thuy Bridge on National Highway 16 at Km89+580 in Chung Son village, which had severely damaged the bridge foot and abutment, and completely collapsed the asphalt road surface of more than 10 meters long, the road leading to the bridge head at the beginning of the route towards Hien Kiet commune. The local government promptly mobilized human resources, built a temporary bridge with bamboo, doors, and steel wires across the cut-off area, clearing the vital traffic route.
The completion of this temporary bridge has made the people extremely excited, because travel and trade are connected, children can go to school conveniently. At the same time, it helps patients to be treated promptly, goods and agricultural products circulate more easily, minimizing the impact of storms and floods on people's lives.
In addition to the collapsed bridgehead, National Highway 16 through Hang Dua area, bordering Muong Min commune and Son Thuy commune, was also deeply flooded, vehicles could not pass. Currently, there are 8 landslides on traffic routes with a volume of about 1,000 m3 that have been proactively and coordinated to ensure traffic safety. There are 3 spillways for people in Thuy Son village, Xia Noi village, and Muong-Coc village that are also deeply flooded. The People's Committee of Son Thuy commune has organized to set up stakes, stretch ropes, warn and arrange 3 on-duty teams chaired by the commune police to guide, propagate, and prevent people and vehicles from passing through the 3 spillways.
In addition, along National Highway 16 of the Luong River, from Son Thuy Bridge in Chung Son village to Thuy Son village, about 800 meters long, there was serious landslide, sweeping away soil and crops, with a high risk of affecting households living along the riverbank, production facilities, the Commune Police headquarters and the Thuy Son Village Cultural House. Currently, the functional forces and local authorities are urgently mobilizing human resources and means to overcome the damage caused by storms and floods to soon stabilize people's lives.
According to statistics from the Thanh Hoa Province Civil Defense Command, storm No. 10 has caused heavy damage, with 5 people dead, 6 injured, 1,456 houses damaged, 6,151 hectares of rice and 4,228 hectares of crops, 3,590 hectares of annual crops, 2,158 hectares of forestry trees, 140,000 seedlings damaged, many livestock killed, 179 educational facilities affected and damaged. There were 48 locations on national highways that were flooded, causing traffic jams, 45 landslides that caused traffic jams, 257 locations on rural traffic routes that were eroded with a volume of 57,035m3, 12 bridges and temporary bridges were washed away, 25 spillways and overflow tunnels were damaged, 1,160m of coastal embankments and port area embankments were eroded, 6,854m of canals were eroded and damaged, 13 dike incidents occurred...
After the flood, Thanh Hoa province is focusing on mobilizing forces to restore essential infrastructure, restore electricity, water, traffic, clean up the environment, support people to restore production, and stabilize their lives. In Hoang Giang commune alone, nearly 300 houses had their roofs blown off, more than 70 electric poles were broken, causing prolonged power outages. Currently, the work of repairing houses for people and restoring electricity is being actively implemented by the locality.
Mr. Nguyen Van Loi, Vinh Gia 1 village, Hoang Giang commune, Thanh Hoa province said that due to the impact of the storm, his family's house had its roof blown off, the metal roof was blown away, and there was currently a power outage, so life is very difficult. He hopes the government will support people to overcome the consequences of the flood and stabilize their lives.
According to Mr. Le Doan Phuong, Vice Chairman of the People's Committee of Hoang Giang Commune, to overcome the consequences caused by the storm, the People's Committee of the commune has coordinated with the militia and army to repair houses. Regarding electricity, the commune is also coordinating with the provincial electricity company to fix the problem so that people can soon have electricity and water for daily use.
In Nong Cong commune, many houses were deeply submerged in floodwaters. Immediately after that, the Command of Defense Area 5 - Tinh Gia mobilized hundreds of officers, soldiers, and militiamen to bring boats and canoes down to provide necessities to people and urgently evacuate people from the dangerous area.
Colonel Le Van Khanh, Political Commissar of the Defense Command of Region 5, Thanh Hoa Province Military Command, said that the unit's soldiers sent boats and canoes to deliver necessities to people in flooded areas. At the same time, they coordinated with local authorities to evacuate the elderly and children from dangerous flooded areas.
According to Thanh Hoa Electricity Company, storm No. 10 caused a series of electric poles to fall, causing more than 140 communes in Thanh Hoa to lose power. Immediately after that, Thanh Hoa Electricity Company focused on maximum human resources and materials to fix the problem. Up to now, 100 communes have had electricity restored, for the remaining communes, they will focus on fixing the problem in the coming days to soon restore power to the people.
Mr. Hoang Duc Hau, Deputy Director of Thanh Hoa Electricity Company, said that in the old Hoang Hoa district and the old Nghi Son town, the communes in these two areas suffered the most damage, we will increase human resources to restore the power grid. As for flooded and isolated areas, the electricity company will fix the problem as the water recedes, striving to restore power to local people as soon as possible.
To restore people's lives soon, Thanh Hoa province is urgently supporting people in repairing their houses; arranging temporary shelters, providing necessities for households that have lost their homes, not letting anyone go hungry, cold, without a place to stay, or without clothes. As well as sharing the losses and difficulties caused by natural disasters, and continuing to support people in flooded areas to overcome the current difficulties.
As of the evening of October 1, 122 communes and wards had proactively evacuated 13,474 households/48,373 people in dangerous areas to safe places. In addition, 1,823 households/7,302 people living in some areas that are no longer dangerous have proactively returned from evacuation sites, cleaned their houses and resumed normal activities. Thanh Hoa province is still mobilizing forces to overcome the consequences of floods.
