On this occasion, VNA reporter had an interview with Deputy Secretary of Quang Tri Provincial Party Committee Nguyen Chien Thang about the preparations for the Congress as well as the key orientations and goals in the new term.
Dear Deputy Secretary of the Provincial Party Committee, up to now, how has the preparation work for the Quang Tri Provincial Party Congress for the 2025-2030 term been carried out?
The preparation work for the 1st Provincial Party Congress, term 2025 - 2030, has been carried out synchronously and systematically. The draft document has closely followed the direction of the Central Committee, concretized the major orientations of the Party and State, and reflected the potential, strengths, and new development space of the province after the merger. The content of the document emphasizes the goals, targets, tasks, and key solutions with the spirit of clear work, clear results, high action and practicality. Personnel work has been carefully prepared, ensuring the correct procedures and standards of quality, capacity, age, and qualifications according to regulations. Propaganda, celebration, protection, and logistics work have been carefully deployed, ensuring safety and solemnity.
Up to this point, it can be affirmed that the preparations for the Congress have been completed, ensuring thoughtfulness and comprehensiveness to be organized according to the plan and direction of the Central Committee. The first Congress of the Quang Tri Provincial Party Committee, term 2025 - 2030, will take place from October 4 - 5, 2025, in Dong Hoi ward, with the participation of 449 official delegates, including 60 ex-officio delegates and 389 appointed delegates allocated to the Party Committees under the Provincial Party Committee. The Congress is a particularly important political event, affirming the mettle, intelligence, solidarity and strong development aspirations of the Party Committee, government, armed forces and people of Quang Tri province in the new term.
In the process of preparing documents and personnel for the Congress, what contents and development orientations does Quang Tri province focus on, comrade?
In the process of preparing for the 1st Quang Tri Provincial Party Congress, term 2025 - 2030, we spent a lot of time and effort, carefully preparing documents and personnel for the Congress in the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development".
We recognize that the Congress documents are the crystallization of the mettle, wisdom and aspirations of the entire Party Committee and people in the province, demonstrating the spirit of innovation in thinking and action, strategic vision and being consistent with the practical situation of the newly merged province. From there, we determine the viewpoints, goals, key tasks and solutions, breakthroughs and development orientations. The overarching goal of the term is to build a clean and strong Party Committee and political system; improve the leadership capacity and fighting strength of the Party Committee.
The province focuses on drastically implementing breakthroughs, innovation, digital transformation, science and technology development, and rationally exploiting potentials and advantages for socio -economic development; ensuring green growth; developing synchronous and modern infrastructure, effectively promoting new development space; and exploiting the potentials and advantages of the East-West economic corridor for economic and trade development.
At the same time, focus on developing human resources and cultural and historical values; comprehensively improving people's lives; ensuring national defense, security, social order and safety; and improving the effectiveness of foreign affairs activities. Quang Tri strives to become a fairly developed province by 2045, a unique energy, logistics and tourism center of the country.
To achieve that goal, Quang Tri province has set out 5 key tasks on building the Party and political system; developing the economy rapidly and sustainably; making breakthroughs in science, technology, innovation and digital transformation; developing tourism to truly become a spearhead economic sector; strengthening national defense and security, maintaining political stability and social order and safety; 3 strategic breakthroughs in infrastructure and investment environment, science and technology, digital transformation, and developing high-quality human resources; 4 development pillars: Energy - Logistics - Tourism - Green Agriculture , associated with the aspiration to make Quang Tri a new growth pole of the Central region.
Regarding personnel work, Quang Tri province always adheres to the principle of the Party's unified and comprehensive leadership of personnel work. Personnel are carefully prepared in accordance with regulations, procedures and instructions of the Central Government, valuing qualities, capacity, prestige, representing mettle, innovative thinking, daring to think, daring to do, daring to take responsibility for the common good; at the same time, there is reasonable and harmonious inheritance - stability - rejuvenation between fields, regions and localities.
Could you please share more about the new points and important highlights in the new term's direction and goals that the Provincial Party Executive Committee will present to the Congress?
The 1st Congress of the Provincial Party Committee determined the theme: "Building a clean and strong Party Committee and political system; promoting the strength of great national unity and development aspirations; mobilizing and effectively using all resources; innovating, digital transformation; striving to make Quang Tri a new growth pole in the Central region" with the motto of action: "Solidarity - Democracy - Discipline - Breakthrough - Development". In the process of building the Congress documents, the leaders of Quang Tri province absorbed and concretized the guiding viewpoints, policies and major orientations of the Party and State leaders at the working sessions with the two localities of Quang Binh and Quang Tri (old). At the same time, thoroughly grasp the key and core contents in the draft documents of the 14th National Party Congress and the breakthrough resolutions of the 13th Politburo compared with the practical situation of the province to build the documents.
The new points and important highlights in the direction and goals of the term that the Provincial Party Executive Committee presented to the Congress are:
Firstly, in its development thinking and strategic vision, the province clearly defines its development goal as: "Striving to make Quang Tri a new growth pole in the Central region"; strengthening and expanding regional and international linkages and especially promoting digital economy, green economy, clean energy, and adaptation to climate change.
Second, regarding the Congress motto, in addition to the very important elements of solidarity, democracy, and discipline, the Congress emphasized the elements of "breakthrough" and "development" to affirm the spirit of daring to think, daring to do, and daring to take responsibility for the common development of the province.
Third, Quang Tri province identified Party building as the "key" in all aspects of politics, ideology, ethics, organization, and cadres; strengthening the close relationship between the Party Committee, the government and the people, serving the people; promoting democracy; strengthening control of power; resolutely and persistently fighting against corruption, waste, and negativity. The province continues to organize and operate the apparatus of the political system and the two-level local government effectively and efficiently, improving the quality of service to the people.
Fourth, the province sets strong growth targets, aiming for GRDP growth of 9-10%/year, GRDP per capita reaching 137-145 million VND by 2030, digital economy accounting for 15-20% of GRDP. These targets demonstrate the province's high determination, innovative spirit, and aspiration for breakthrough development in the new era; realizing development goals is based on a harmonious relationship between growth and social equity, between innovation and tradition, between economic development and preservation of cultural and environmental identity.
What do you expect from the 14th National Party Congress, especially the policies that can create development momentum for the province, comrade?
The 14th National Congress of the Party is a broad political activity within the entire Party, people and army. General Secretary To Lam affirmed: "The Congress has a great historical responsibility towards the Fatherland, our compatriots and nation, and is a new historical milestone for the Vietnamese nation to take off and rise up." Like the whole country, the Party Committee and people of Quang Tri expect the Congress to propose breakthrough policies and decisions, creating a solid foundation to maintain a peaceful, stable environment, develop rapidly and sustainably, firmly protect the Fatherland, improve and enhance people's lives comprehensively; continue to have policies on socio-economic development and ensure national defense and security, especially in the North Central and Central Coast regions, including the orientation to develop Quang Tri province to become a new growth pole in the Central region.
In addition, I expect that the 14th Party Congress will propose policies to strongly promote decentralization and delegation of power, creating conditions for localities to be more proactive and creative in the implementation process. At the same time, wisely select and elect the 14th Central Executive Committee consisting of comrades who are truly exemplary in qualities, intelligence, and mettle, meeting the requirements of rapid and sustainable development of the country and firmly protecting the Socialist Republic of Vietnam in the new situation.
According to you, to realize the goal of striving to turn Quang Tri into a new growth pole in the Central region, what will be the key tasks after the Congress?
In order for Quang Tri to break through and become a new growth pole in the Central region, the Provincial Party Executive Committee has proposed many tasks and solutions to organize and implement, concretizing the goals of the 2025 - 2030 term, in which we have identified a number of key tasks as:
Firstly, focus on completing strategic planning and infrastructure, especially transport, energy and logistics infrastructure to create momentum to attract investment.
Second, promote administrative reform, improve competitiveness, build an open and transparent investment environment, taking businesses and people as the center of service.
Third, develop pillar economic sectors such as energy, logistics, tourism, green agriculture associated with developing high-quality human resources, promoting comprehensive digital transformation, building digital government, digital economy, digital society, applying science and technology, and innovation.
However, the most important task is to maintain political stability, consolidate the great national unity bloc, build a clean and strong Party organization, promote the strength of the political system, and arouse the spirit of dedication and aspiration of the people of Quang Tri.
Immediately after the Congress, Quang Tri province will urgently organize research, study, thoroughly grasp and widely propagate the Resolution; issue an action program with a proactive, creative and decisive spirit, bringing the Congress Resolution into life. Thereby creating a strong change, new spirit, new motivation right from the beginning of the term, contributing to the province's increasingly rapid and sustainable development.
