Following the reorganization, communes in Can Tho have over 1,000 new tasks.

TPO - After one year of operating the two-tiered local government model, the administrative apparatus of Can Tho City is basically stable. However, the abolition of the district level has resulted in a large workload being concentrated at the commune level. The total number of tasks at the commune level has increased from 344 to 1,373, an increase of more than 1,000 new tasks compared to before.

On the morning of May 30th, the Can Tho City Party Committee held a review meeting on one year of implementing the overall organizational model of the political system and the two-tiered local government model. Mr. Dong Van Thanh, Chairman of the Can Tho City People's Council, stated that after the restructuring, the workload at the commune level has increased significantly. However, the new apparatus is now basically stable, and leadership, management, administration, and public service activities have not been interrupted.

However, Mr. Dong Van Thanh also pointed out many issues that need further improvement, such as staffing, job positions, organizational structure at the commune level; specialized software, data interoperability; finance, public assets and policies for officials.

In particular, Mr. Thanh noted that departments and agencies should not consider the Party committees and People's Committees of communes and wards as subordinate units. Recently, there have still been instances where some specialized departments within ministries have requested commune and ward leaders to come in for direct meetings, even though the decentralization and delegation of authority have been clearly defined.

"When it's necessary to conduct official business, department leaders must invite local leaders; they can no longer request commune/ward officials to come in for administrative meetings as before," Mr. Thanh said.

Conversely, there are issues that fall under the jurisdiction of the commune level, but the commune still sends documents requesting opinions from departments and agencies, leading to delays in resolving matters. "Many issues can be addressed and resolved with just a phone call, without the need for repeated invitations, which wastes time and money," Mr. Thanh noted.

According to the preliminary report after one year, following the reorganization, Can Tho City has a population of nearly 4.2 million people, with 103 communes and wards. The abolition of the district level has resulted in a significant increase in workload at the commune level. The total number of tasks for local governments increased from 2,363 to 4,464; at the commune level alone, the number increased from 344 to 1,373 tasks (an increase of over 1,000 new tasks compared to before).

Areas at the commune level facing significant pressure include land, construction, finance, justice and civil registration, social security, health, education , and digital transformation. To support these areas, Can Tho has deployed and seconded 280 officials and civil servants from the city level to communes/wards.

By the end of May 2026, communes will be implementing 457 administrative procedures, more than three times the number before the restructuring. From July 1, 2025 to the end of May 2026, communes and wards received and processed over 690,900 applications. Of these, the rate of timely or ahead-of-schedule resolution exceeded 98% (with a satisfaction level of nearly 97%). This is accompanied by a strong push for digital transformation and the digitization of records and data.

However, Can Tho also acknowledges that many difficulties remain, as many communes and wards are under great pressure due to the rapidly increasing volume of documents, while their implementation capacity is uneven. Some specialized areas at the commune level still depend on guidance from higher levels.

Do not wait for or avoid responsibility.

Mr. Le Quang Tung, Secretary of the Can Tho City Party Committee, assessed that after the merger and reorganization, the new apparatus still ensures smooth operation, without disrupting management, administration, and services for the people and businesses. However, some shortcomings remain, such as the surplus and shortage of staff, and uneven quality of personnel. At the commune level, there is a shortage of personnel with in-depth expertise in the fields of land, construction, finance, justice, health, education, and digital transformation.

The Secretary of the Can Tho City Party Committee requested that all levels and sectors continue to improve the organizational structure, promote decentralization and delegation of power while controlling power; strengthen training and development of commune-level civil servants; accelerate digital transformation, and build a modern, transparent, and people-centered administrative system.
