The Ministry of Construction stated this in a document sent to the Prime Minister and Deputy Prime Minister Tran Hong Ha regarding the planning work for Con Dao airport.
According to the Ministry of Construction, following the directives of the Prime Minister and Deputy Prime Minister Tran Hong Ha in January 2025, the Ministry of Construction requested the People's Committee of Ba Ria - Vung Tau province (now the People's Committee of Ho Chi Minh City) to study and provide feedback on the funding of the project, which is the planning document for Con Dao airport for the period 2021-2030, with a vision to 2050, to meet the province's development needs.
However, on April 21, 2025, the People's Committee of Ba Ria - Vung Tau province stated that it could not sponsor products for the Ministry of Construction.
Given the lengthy procedures involved in allocating state budget funds and selecting consultants for planning, the Ministry of Construction, based on a proposal from Sun Group Joint Stock Company, has agreed to accept the donated product: the planning documents for Con Dao Airport for the period 2021-2030, with a vision to 2050.
The Ministry of Construction has instructed the Civil Aviation Authority of Vietnam to guide the donor in preparing the planning documents in accordance with regulations.
Due to the technical complexity of planning an extended runway towards the sea as previously proposed by Ba Ria - Vung Tau province, the Ministry of Construction has requested the donor to study the option of selecting an international consultant with the capacity and experience in planning airports on islands to ensure the quality and feasibility of the plan.
Sun Group has undertaken the process of selecting a planning consultant with the participation of international consultants.
According to the Ministry of Construction, the Ba Ria - Vung Tau Provincial People's Committee previously desired to expand and upgrade Con Dao Airport to accommodate large, wide-body aircraft such as the Airbus A350 and Boeing 787. The funding agency for the planning also proposed adjusting the scale of Con Dao Airport from level 4C to 4E.
To meet the above requirements, it is necessary to implement procedures to adjust the overall master plan for the development of the national airport system for the period 2021-2030, with a vision to 2050. This has led to a delay in the planning process for Con Dao Airport.
With the planned completion of the Con Dao airport planning dossier in the fourth quarter of 2025 as proposed by the donor, the Ministry of Construction has requested Sun Group to direct its consulting unit to urgently develop and finalize the planning dossier; and at the same time, provide relevant documents and closely coordinate with the Civil Aviation Authority of Vietnam to assess the necessity of adjusting the scale of Con Dao airport as a basis for supplementing and finalizing the revised airport system planning dossier.
In the coming period, the Ministry of Construction will direct its units to coordinate closely with the donor to simultaneously implement the procedures for adjusting the airport system planning and finalize the planning documents for Con Dao Airport, reporting to the Prime Minister in the fourth quarter of 2025.
