However, according to Mr. Giang, petty corruption related to land management and use still occurs. From 2021 to present, the Standing Committee of the Vung Tau City Party Committee has directed the handling of 3 cases of giving and receiving bribes to protect the construction of houses on agricultural land in Ward 11. The prosecution agency has prosecuted 2 defendants for the crime of "Taking advantage of influence over people with positions and powers for personal gain", 8 defendants for the crime of "Giving bribes" and 4 defendants for "Receiving bribes". Of the 14 defendants prosecuted, 4 defendants are party members. Immediately after the court's verdict, the City Party Committee's Inspection Committee disciplined 3 party members by expelling them and reprimanding 4 party members.

Providing fundamental solutions to improve the effectiveness of the fight against corruption, the Deputy Secretary of the Vung Tau City Party Committee proposed to promote decentralization, delegation of authority, and specific and scientific regulations on the functions, tasks, and powers of each level in the field of land management and use. Publicity and transparency in the operations of agencies, organizations, and units according to regulations. Reforming administrative procedures in the fields of land and construction.

“In addition, it is necessary to improve the effectiveness of law enforcement in conjunction with strict control of State power, control of conflicts of interest, control of assets and income of people with positions and powers. At the same time, attention should be paid to personnel work, this is the core issue that determines the effectiveness of anti-corruption work,” the Deputy Secretary of the Vung Tau City Party Committee emphasized.

Effective management of public investment resources

Also at the conference, regarding PCTNTC in the field of public investment, the leader of Xuyen Moc District Party Committee said that in recent times, the locality has received attention and support in terms of resources for public investment, thereby the infrastructure and appearance of the locality have been constantly renewed and improved. The transportation network helps connect regions, facilitates the circulation and transportation of goods and materials, and creates momentum for local economic development. PCTNTC in public investment has been seriously and effectively implemented by the District Party Committee and People's Committee, so there have been no violations in the area.

To improve the effectiveness and efficiency of public investment management and operation and the determination to combat corruption in the coming time, the leaders of Xuyen Moc District Party Committee said that it is necessary to propagate, thoroughly grasp and strictly implement the directives, resolutions and directions of the Central and Provincial Party Committee on corruption prevention and control, especially in public investment, bidding and procurement using state budget capital.

After 5 years of implementing Directive No. 13, the Provincial Party Committee Standing Committee has disciplined 2 party organizations and 14 party members; the Inspection Committee has disciplined 9 organizations and 39 party members. Local prosecution agencies have initiated and investigated 35 cases/100 defendants, prosecuted 28 cases/145 defendants, and tried 39 cases/178 defendants.

Of these, 14 cases were under the direction and handling of the Provincial Steering Committee. The rate of asset recovery in corruption cases during the investigation, prosecution and trial stages achieved positive results. Judicial agencies recovered nearly 100 billion VND and 22 thousand ^square meters of land.

In addition, it is necessary to strengthen discipline and order in implementing regulations, processes, investment procedures, capital allocation and implementation of public investment projects; be open, transparent, in accordance with regulations and feasible from project establishment to budget settlement.

Strengthening the inspection, supervision and examination of public services to promptly rectify civil servants and public employees who violate regulations, professional procedures, professional ethics and harassment in the performance of public duties. "Do not allow corruption, negativity, "group interests", "bidding collusion" in public investment bidding, procurement using state budget funds, compensation and site clearance", the leader of Xuyen Moc District Party Committee emphasized.
