Ho Chi Minh City Department of Natural Resources and Environment 'accused' of not responding to business petitions

Accordingly, through synthesis, the Department of Construction found 148 projects, with 189 recommendations to resolve and remove difficulties. Up to now, the Department of Construction has received progress reports from 7/8 related units.

Of these, the Department of Natural Resources and Environment has the largest number of recommendations to resolve difficulties, with 101 recommendations related to 96 projects. However, up to now, the Department of Natural Resources and Environment has not responded to any recommendations.

The Department of Planning and Investment has 38 petitions related to 27 projects, with 29 responses. The Department of Construction has 20 petitions related to 20 projects, with 17 responses. The Department of Planning and Architecture has 21 petitions related to 21 projects, with 13 responses. The Southern Area Management Board has 1 petition related to 1 project, with a response.

According to the Department of Construction, in recent times, the Ho Chi Minh City Real Estate Association (HoREA) has sent many documents to the Department of Construction summarizing the recommendations of many real estate businesses to resolve difficulties. However, many contents are not within the Department of Construction's functions. Therefore, the Department of Construction recommends that the Ho Chi Minh City People's Committee assign responsibility to each department to resolve the recommendations according to the grouping results until the recommendations and difficulties are resolved and not transfer them to other departments to resolve the difficulties.

For any recommendations or problems from any department, that unit must proactively work with the investor to guide the completion of investment documents and procedures according to regulations or preside with relevant departments to resolve the problems. In case the departments do not coordinate to resolve the problems, a written report must be sent to the Ho Chi Minh City People's Committee to direct the units to implement.

For newly arising projects that are not on the list of 148 projects mentioned above, HoREA will compile a report so that the competent authorities can continue to resolve them according to their authority.

Regarding recommendations to remove difficulties for businesses, the Department of Construction was assigned by the Ho Chi Minh City People's Committee to preside over and coordinate with related departments such as the Department of Natural Resources and Environment, the Department of Planning and Investment, the Department of Architecture and related units to discuss and agree with HoREA to group problems to submit to the Ho Chi Minh City People's Committee for direction and assignment of units responsible for receiving and resolving groups of files with the same problems according to their functions and tasks.

Up to now, although the Ho Chi Minh City People's Committee has repeatedly announced the removal of difficulties for dozens of projects, in reality, no project has been truly removed, only general instructions have been given.
