Prioritize processing administrative documents and procedures submitted online.

The Department of Natural Resources and Environment of Binh Dinh province is focusing on applying information technology and implementing digital transformation to contribute to improving the efficiency of state management in the field of natural resources and environment.

According to Deputy Director of the Department of Natural Resources and Environment Tran Ky Quang, in line with the trend, the Department of Natural Resources and Environment has promoted the application of information technology in the management and storage of records and documents. To promote digital transformation, the Department of Natural Resources and Environment has prioritized processing administrative procedures submitted online and paid online through the National Public Service Portal and the provincial Public Service Portal.

Currently, the Department of Natural Resources and Environment has 105 administrative procedures that are processed electronically, including 34 fully online public services, 70 partially online public services, and 1 online information service.

In addition, the department is also piloting a program to accept applications online only for 13 administrative procedures under its management. 100% of the results of administrative procedures at the Provincial Public Administration Service Center are digitized; 100% of work files at the Department of Natural Resources and Environment are processed online (except for work files classified as state secrets).

This unit also connects, integrates, and shares digital data for 100% of reporting modes, aggregated periodic reports, and statistical reports on socio-economic development; coordinates with the Department of Information and Communications to update data in the field of natural resources and environment into the province's shared data warehouse; and provides information and data related to digital maps, digital addresses, etc.

In addition, the department is currently piloting a land management information system in the province; and has completed the pilot testing of the land management information system in eight localities, including Tuy Phuoc, An Lao, Tay Son, Phu Cat, Phu My, Hoai Nhon town, An Nhon town, and Quy Nhon city.

The Department is also continuing trials in three districts: Hoai An, Van Canh, and Vinh Thanh, aiming to link electronic tax collection between the Provincial Land Registration Office, the District Land Registration Office branches, and the Provincial Tax Department and regional tax offices through the land and property registration management application, and to connect with the province's administrative procedure information system.

Citizens and businesses only need to visit government agencies once.

Regarding the handling of administrative procedures in the field of land, on November 14th, the Chairman of the People's Committee of Binh Dinh province, Pham Anh Tuan, assigned the Department of Natural Resources and Environment to take the lead in reviewing and summarizing the difficulties and shortcomings in the practical handling of administrative procedures related to land; and to advise and propose amendments, additions, or repeal of relevant regulations of current law to ensure that the handling of administrative procedures is smooth and convenient for both citizens, businesses, and state agencies.

The Chairman of the People's Committee of Binh Dinh province has assigned the Department of Natural Resources and Environment to coordinate with the Provincial People's Committee Office to develop a plan to restructure the process of implementing administrative procedures related to the issuance of land use right certificates and certificates for assets attached to land, in order to provide online public services. The aim is for citizens and businesses to only need to visit the Provincial Public Administration Service Center and the One-Stop Service Department at the district level once to conduct transactions, resolve issues, and receive results.

Chairman of the People's Committee of Binh Dinh province, Pham Anh Tuan, requested an evaluation of the results of the pilot project on connecting and sharing information and data between the province's Land Management Information System and the Tax Department's application for managing land and property registration fees, as well as the province's administrative procedures information system. Based on this evaluation, he requested proposals for tasks and solutions to improve the province's Land Management Information System, ensuring seamless connectivity with the national land database.

The Office of the People's Committee of Binh Dinh province is responsible for presiding over and coordinating with the Department of Natural Resources and Environment and the People's Committees of localities to strengthen monitoring and strict control of the process and time limit for resolving administrative procedures in the field of land on the provincial administrative procedure resolution information system; ensuring clear identification of the person, responsibility, task, and time for resolving cases of overdue applications.

"Publicly and transparently disclose the list of individuals and organizations causing delays in processing applications on the National Public Service Portal, the Provincial Public Service Portal, the Provincial Electronic Information Portal, and the websites of relevant agencies, units, and localities in accordance with regulations," requested Chairman of the People's Committee of Binh Dinh Province, Pham Anh Tuan.
