"Viet A's spectacular, razor-sharp deception"

On the morning of May 29th, during a discussion on the results of using resources for COVID-19 prevention and control, delegate Nguyen Anh Tri ( Hanoi delegation) acknowledged that Vietnam is one of the countries that has most successfully controlled the COVID-19 pandemic.

Representative Nguyen Anh Tri presented his opinion during the discussion on the morning of May 29th.

Mr. Tri suggested that the National Assembly and the Government should promptly finalize the payment of compensation to the forces involved in epidemic prevention and control, and further improve the awarding of commendations to localities and units.

"The recent Covid-19 pandemic was as fierce as a war. The contributions of the people during this time were immense. Please do not forget their contributions," Mr. Tri said.

Mr. Tri also cited the monitoring team's report, stating that there had been serious violations in the recent Covid-19 pandemic prevention and control efforts, and even violations occurring in the fields of scientific research, acceptance testing, and technology transfer...

"There were spectacular, incisive scams perpetrated by Viet A Company in the organization of its test kit production facilities. It's painful, reprehensible, and the price to pay is too high, too great," Mr. Tri said.

While agreeing that anyone involved in embezzlement, corruption, or misappropriation of funds during the Covid-19 prevention and control efforts must be severely punished, Representative Tri argued that it is also necessary to consider fairly and reasonably those who made mistakes but did not do so for personal gain, but rather to promptly combat the epidemic.

"Furthermore, this should be stopped soon so that society can be stable and officials can confidently carry out their new duties," Mr. Tri emphasized.

After the pandemic, the task that occupied most of my thoughts was writing explanations.

Also related to this issue, Representative Nguyen Huu Thong, Deputy Head of the Standing Delegation of the National Assembly of Binh Thuan province, observed that the Covid-19 pandemic has further revealed the greed of some individuals, including those in positions of power, who have exploited the losses and suffering of the people and the country to collude in violating the law and enriching themselves illegally.

Delegate Nguyen Huu Thong (Binh Thuan delegation) presented his opinion for discussion.

"In fact, they have been severely punished by the law," Mr. Thong said.

However, in reality, the handling of this issue still has many shortcomings. Mr. Thong recounted the sentiments of a doctor when the National Assembly delegation from Binh Thuan province conducted the aforementioned thematic supervision, and he believes this is also the sentiment of many doctors and medical professionals in recent times.

Specifically, the doctor said that during the pandemic, the medical team did their best, encouraging each other to do everything possible to obtain medicine, oxygen, and biological products to save patients because human life is the most precious thing. At that time, society regarded them as "heroes in white coats."

However, after the pandemic ended, following the Viet A case and related cases, the image of those heroes in white coats disappeared, and the task that occupied much of the time, mind, and effort of many doctors, nurses, and healthcare managers was writing explanatory reports for the authorities.

According to Mr. Thong, when this doctor was working with the authorities, a member of the delegation said: "First of all, I would like to thank you for saving my family during the Covid-19 fight. Without you, my mother, my child, and my family would not have survived. However, during that process, you did not follow the law, so we are forced to take action."

"This doctor also thanked the Central Committee for promptly issuing guidelines on handling and differentiating cases, which prevented many from facing legal consequences, but he said it would have been much better if the directives had been issued earlier," Mr. Thong said.

Proposal to halt research and production of Covid-19 vaccine.

Also related to epidemic prevention and control, delegate Nguyen Anh Tri suggested that the Ministry of Health pay attention to the production of test kits and vaccines.

He argued that Vietnam cannot lag behind the international community, especially neighboring countries. Test kits and vaccines are needed, and needed in large quantities, for the diagnosis and prevention of many diseases, especially emerging infectious diseases.

However, he suggested that Vietnam stop researching and producing a Covid-19 vaccine. "Stop researching and producing, I emphasize. Because it's now too late to research and produce this vaccine. We need to find and purchase a good Covid-19 vaccine at a reasonable price and in sufficient quantities to vaccinate the population," Mr. Tri said.

According to the monitoring team's report, access to vaccines was slow in the initial stages. Furthermore, research, invention, testing, production, and technology transfer for vaccines in epidemic prevention and control have been slow. To date, only one vaccine from a private company that received technology transfer from the US is continuing with phase 3 clinical trials.
