The Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the 15th National Assembly at its 6th session on November 28, 2023. The law has 5 chapters and 33 articles and came into effect on July 1, 2024. With the enactment of this law, the Ordinance on Commune Police No. 06/2008/PL-UBTVQH12 ceased to be in effect.
At the conference, representatives from the Ministry of Public Security reported on the progress and results of drafting detailed regulations for the implementation of laws (Government Decrees, Circulars of the Minister of Public Security); the progress and results of developing training programs and materials on political, legal, and professional skills for forces participating in maintaining security and order at the grassroots level; and the expected content of guidelines for building and implementing a plan to consolidate and unify forces participating in maintaining security and order at the grassroots level in localities. They also disseminated the list, styles, colors, standards, and service life of uniforms; and the list and standards for equipping support tools for forces participating in maintaining security and order at the grassroots level.

Representatives from provincial People's Committees and Public Security agencies discussed and proposed that the Government and the Ministry of Public Security urgently develop and issue decrees and circulars guiding implementation; they also addressed the difficulties and advantages in ensuring operational funding and equipping facilities, managing and using support tools, and training for those participating in the security and order protection forces at the grassroots level.
Concluding the conference, Minister of Public Security To Lam emphasized that the forces participating in protecting security and order at the grassroots level are one of the mass forces, deployed in villages and residential areas, serving as the core supporting the commune-level police in assisting the commune-level People's Committees in protecting security and order and building the nationwide movement to protect national security.
Provincial leaders and representatives from provincial departments and agencies attended the conference.
The comrade suggested that, in order for this law to be implemented promptly, the provincial, district, and commune-level police forces should proactively coordinate with relevant sectors to promptly submit to the People's Councils and advise the People's Committees at the same level to issue resolutions and decisions on plans, projects, and schemes for building and deploying forces, ensuring operational conditions for forces participating in protecting security and order at the grassroots level. Functional units should proactively plan to equip them with means, equipment, and support tools, as well as conduct training and professional development... to enhance the effectiveness of forces participating in protecting security and order at the grassroots level.
