Outstanding achievements after 1 year of implementing the Law on Forces participating in protecting security and order at the grassroots level

After more than a year of establishment and operation (July 2024), the force participating in protecting security and order at the grassroots level has made many outstanding marks. General Luong Tam Quang, Minister of Public Security, shared about the outstanding marks after 1 year of implementing the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Act as the core to support commune-level police in protecting security and order

Minister Luong Tam Quang said that General Secretary To Lam , former Minister of Public Security, repeatedly emphasized: "Grassroots security is an important part of national security; ensuring security and order from the grassroots is the key and core factor to maintain national security and build an orderly, disciplined, safe and healthy society."

According to General Luong Tam Quang, from the above direction of the General Secretary , the Ministry of Public Security has proactively researched, developed, and advised on the promulgation of the Law on Forces participating in protecting security and order at the grassroots level.

This force was formed on the basis of merging the semi-professional communal police force, civil defense, militia captains and deputy captains, who have the advantage of being local people, having a long working history, being close to the people, understanding local customs and practices; acting as the core to support the communal police in protecting security and order and building a movement for the entire people to protect national security.

The Ministry of Public Security said that up to now, the force participating in protecting security and order at the grassroots level has rapidly developed with over 86,000 security and order protection teams established, with more than 276,000 members participating. Members of the security and order teams at the grassroots level have effectively performed 6 tasks according to regulations; highly promoted their roles and responsibilities, regularly monitored the area, provided over 141,000 reports related to security, order, and social evils, thereby supporting the resolution of nearly 91,000 cases...

In particular, according to Minister Luong Tam Quang, the force participating in protecting security and order at the grassroots level participated in more than 2.6 million patrols, detected nearly 83,000 violations related to security and order; supported nearly 463,000 times in guiding traffic flow and resolving traffic jams...

During times of natural disasters and floods, the forces participating in protecting security and order at the grassroots level, regardless of danger, put aside their own hardships, and together with the local authorities and commune police, "went to every alley, knocked on every door", went to every isolated residential area to support, evacuate people, deliver food to single-parent households and help people overcome the consequences, receiving the people's sympathy, support and high appreciation.

"Over the past year, grassroots security has always been maintained, with no incidents causing insecurity and disorder; crime has continuously decreased; many localities have recorded a significant decrease in traffic accidents, social evils have been pushed back; the movement of the entire people to protect national security has increasingly gone into depth and substance, contributing to building and consolidating the people's security posture associated with the increasingly solid national defense posture" - General Luong Tam Quang emphasized.

Focus on improving the quality of forces participating in protecting security and order at the grassroots level.

However, the Minister of Public Security also frankly pointed out the limitations and difficulties of this force such as there are still places that have not fully recruited members according to the decision; the regular monthly support level for the force in some places is still low; the means, equipment, and support tools provided in some places are still difficult, not meeting the requirements of the task...

According to Minister Luong Tam Quang, in the context of hostile and reactionary forces increasing their plots and sabotage activities, the security and order situation at the grassroots level still has many potentially complicated factors.

Besides, the operation of the two-level local government model, on the one hand, creates new space and momentum for development, on the other hand, also poses increasingly high requirements and tasks for maintaining grassroots security, firmly consolidating the people's position, and enhancing the protection of government security and regime security from the grassroots.

To continue promoting the achievements and results, building a strong, comprehensive, widespread force participating in protecting security and order at the grassroots level, "close to the people, understanding the people, being a solid support for the people, an extension of the police force, a trusted force of local authorities at the grassroots level", the Minister of Public Security set out 3 key tasks.

First of all, it is necessary to continue to thoroughly grasp and raise awareness of the particularly important position and role of the forces participating in protecting security and order at the grassroots level in the two-level local government organization model, in ensuring grassroots security, regime security, government security associated with maintaining a solid people's position... Focus on effectively implementing Decision No. 176/QD-TTg dated February 14, 2024 of the Prime Minister promulgating the Plan to implement the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; study and propose the issuance of a mechanism for allocating the central budget to support disadvantaged localities, mountainous areas, remote and isolated areas in paying regimes and equipping means for forces participating in protecting security and order at the grassroots level; advise and provide detailed instructions on expenditure norms, allocation mechanisms, management, use and settlement of funds according to regulations, contributing to overcoming difficulties and obstacles in the recent past. It is recommended that local Party committees and authorities continue to prioritize budget allocation based on local economic conditions to gradually increase the level of regular monthly support and other policies and regimes (social insurance, health insurance, vehicle support, gasoline when performing tasks...); mobilize and take advantage of legal funding sources to support and motivate forces participating in protecting security and order at the grassroots level in performing tasks at the grassroots level.

At the same time, focus on improving the quality and building a strong force participating in protecting security and order at the grassroots level, meeting the requirements and tasks in the new context. In particular, the Ministry of Public Security regularly pays attention to training and coaching to raise awareness and understanding of politics, law and profession; continue to review and accelerate the provision of support tools for the force participating in protecting security and order at the grassroots level to meet the requirements and tasks.

In addition, the Ministry also promptly detects, honors, commends and rewards collectives and individuals with outstanding achievements; ensures policies and regimes for those injured or sacrificed while on duty, and cares for the families of sacrificed cadres...

The force participating in protecting security and order at the grassroots level continues to clearly affirm its role and responsibility, truly being the "extended arm" of the people's police force, the "peaceful fulcrum" of the people.

Specifically, the security and order forces at the grassroots level need to actively support the commune-level police in propagating and disseminating the Party's policies and the State's laws; mobilizing people to strictly comply with the Party's and State's policies and guidelines, actively participating in preventing, detecting, and fighting crimes, social evils, and other violations of the law; promptly advising and participating in handling as soon as they arise complex potential factors regarding security and order, conflicts, and frustrations; strengthening neighborly solidarity, the spirit of mutual love and affection among the people...
