After 6 months of not organizing district-level police and 3 months of implementing new administrative boundaries, Hanoi City Police has stabilized its organization, ensured smooth command and operation, and maintained effectiveness in all aspects of work.

“The new machine is better than the old machine”

Ending the activities of the district-level police and reorganizing the commune-level police in conjunction with the implementation of a two-level local government is a major task of the Hanoi City Police in 2025. From 526 commune-level units, the City Police have reorganized them into 126 units (reducing 76% of commune-level police units). Streamlining focal points is associated with promoting decentralization and delegation of power. Many tasks are transferred to the commune-level police, ensuring closeness to the people, enhancing service to the people.

The City Police units have strictly implemented the guiding principle that "the new apparatus must be better than the old apparatus". The staff is reasonably structured in the direction of strengthening the force for the grassroots police and units directly involved in combat. All aspects of professional work are comprehensively deployed. Thereby, promptly grasping the situation, detecting and effectively handling problems arising right from the locality.

With the determination to "proactively attack, not follow the criminals", Hanoi City Police has synchronously and drastically deployed measures and solutions, contributing to curbing and reducing the crime situation compared to the same period. Immediately after deploying the two-level local police model, the Investigation Agency has strengthened guidance for the commune-level police in implementing the new regulations of the Criminal Procedure Code. The reception and handling of information about crimes is carried out in accordance with regulations, promptly, effectively, without interruption or interruption. The assignment and decentralization of tasks are deployed clearly and uniformly, ensuring the promotion of the proactive role of the grassroots police in the fight against crime.

The working method has been transformed from traditional to modern technology application, effectively exploiting the national population database system, scientific and technological applications to serve the fight against crime. Units in the City Police have promptly detected, prosecuted, and investigated many large, especially serious criminal, drug, economic , corruption, and environmental cases, which have had an educational effect, deterring and preventing general crime.

In particular, the units have proactively screened, detected, and destroyed many criminal gangs and groups, preventing the formation of dangerous gangs, rampant activities, and complicating the situation. After 6 months of not organizing the District Police, the Commune Police units have discovered nearly 3,200 cases, a 31.1% decrease in the number of social order crimes compared to the same period in 2024; arrested, persuaded to surrender, and eliminated nearly 200 wanted subjects.

After 3 months of implementing the new Commune-level Police, the units discovered nearly 1,200 cases, a 33.6% decrease in the number of social order crimes compared to the same period last year; arrested, persuaded to surrender, and eliminated more than 100 wanted subjects. This is proof of the practical effectiveness of the new organizational model, as well as the proactive and determined spirit of the Capital Police force in fighting, preventing and combating crime.

Effectively carry out 4 new tasks

Along with the end of the activities of the District Police, the Hanoi City Police also received 4 new groups of tasks. With a proactive and highly responsible spirit, the City Police quickly built a suitable implementation plan, clearly assigned tasks, ensuring the reception and transfer process took place scientifically , closely, without interruption of work, without affecting the interests of organizations and individuals. Up to now, the new areas of work have been put into order, operating stably and effectively, minimizing intermediaries, and shortening the time to process work.

In the field of drug addiction treatment, the City Police have proactively implemented synchronous management measures, closely combining drug addiction treatment, student management with the fight against and handling of drug-related violations. Currently, 4 drug addiction treatment facilities under the City Police have completed drug addiction treatment for more than 1,600 students, and are continuing to manage, educate and support more than 5,100 students. Along with that, the Police of units and localities regularly coordinate to review, detect and strictly handle cases of drug-related violations; promote the implementation of the movement "All people participate in drug prevention and control", contributing to building "drug-free communes and wards".

In the work of testing and granting road motor vehicle driving licenses, the business processes are quickly standardized, associated with promoting administrative reform, applying information technology, helping people conveniently register, look up and receive results. The time to handle administrative procedures is shortened, minimizing negativity and inconvenience for people and businesses. In particular, some administrative procedures related to granting road motor vehicle driving licenses are carried out right at the commune-level police, helping people shorten travel time and distance. In just a short time since receiving, units in the City Police have received and approved more than 123,000 applications for granting and renewing driving licenses; organized 288 testing councils with more than 82,000 registration files.

In the field of issuing criminal records, since the beginning of March, more than 103,000 records have been received. The model "Smiles for receiving people" has been deployed, creating a good impression of the attitude, service style, and professionalism of officers and soldiers of the Capital Police towards the people. The application of online public services, connecting with the national database, helps shorten processing time, ensuring transparency and convenience for the people. The ultimate goal is to build a modern, transparent, and effective public administration, in the spirit of "Digital Government serving the people".

Regarding the task of ensuring information security, the City Police has advised the City People's Committee to establish a Standing Team with representatives from the City Police and a number of departments, branches and units, arranging 24/7 monitoring forces for public service systems and information systems serving direction and operation to promptly detect, prevent and respond to network security and information security incidents.

Meet the requirements of the new situation

To comprehensively evaluate and orient key tasks in the coming time, the City Police Party Committee has established 7 working groups chaired by Deputy Directors, together with representatives of professional units to directly work, inspect and guide at the Police of 126 communes and wards. Through working sessions with commanders, officers, soldiers of the grassroots Police and representatives of local authorities, the working group assessed the results, pointed out the problems, causes and guided solutions suitable to the situation of each locality.

At the working sessions, representatives of local Party committees and authorities acknowledged the important contributions of the grassroots police force in ensuring security and order in the area; affirmed that they will continue to closely coordinate with the Party Committee and the City Police Department in leading and directing the commune-level police in performing their tasks, promoting the combined strength of the entire political system at the grassroots level.

The inspection and working sessions are an opportunity to receive opinions from the grassroots, resolve difficulties, strengthen coordination between the police force, Party committees, authorities and people, promote the role of leaders in directing the assurance of security and order; demonstrate the attention and focus of the Party Committee and the City Police Department in closely following the grassroots, grasping the reality, demonstrating the spirit of innovation, and turning to the grassroots. The results of this inspection and guidance are an important basis for perfecting mechanisms and policies, improving the effectiveness of grassroots police activities, building a solid people's security posture, meeting the requirements of tasks in the new situation.

After 6 months of completing the activities of the District Police and 3 months of deploying the Commune Police according to the new administrative boundaries, although the time is not long, the results achieved are clear. The grassroots Police force in the City Police is really close to the people, directing all working activities to serve the people, thereby strengthening the people's trust in the Capital Police force.

The movement of the entire people to protect the national security has been promoted in both breadth and depth with many innovations in content and organizational methods, contributing to firmly consolidating the people's security posture and the people's hearts posture. The results achieved not only affirm the practical effectiveness of the new organizational model, but also strengthen the people's trust in the Capital Police force, creating a solid foundation for the Capital to develop safely, civilized and modern.
