The Vinh Long Provincial Health Sector has identified digital transformation as a key breakthrough to improve management efficiency, quality of medical examination and treatment and people's satisfaction. In recent times, the sector has promoted the application of scientific advances and deployed many specialized techniques. With the orientation of the draft document submitted to the 14th National Party Congress on "breakthrough in science and technology development, innovation and national digital transformation", the team of cadres, party members and employees of the Health Sector believes that digital transformation will become an important driving force to bring the sector to modern and sustainable development, better meeting the requirements of caring for, protecting and improving people's health in the new situation.

Specialist II Doctor Bui Minh Tuan, Director of Mang Thit Regional Medical Center, said that digital transformation is a strategic step, contributing to comprehensive innovation in management, operation and service methods for people. The implementation of connecting medical examination and treatment data with Social Insurance, electronic medical records, personal health records, cashless payments, etc. has brought many benefits and conveniences. If in the past, patients had to wait a long time, now many steps are automated, transparent, saving time. Artificial intelligence is applied in data analysis, early warning of diseases, supporting doctors in diagnosis and treatment, helping to improve professional quality and efficiency in serving people.

Dr. Bui Minh Tuan expressed his desire for digital transformation to truly become a driving force for healthcare development. He proposed solutions such as: Synchronizing investment in information technology infrastructure at the grassroots level; promulgating a national healthcare data standard framework to ensure connectivity, consistency, and safety. Along with that is developing digital healthcare human resources; encouraging the application of artificial intelligence, the Internet of Things, and big data in management, examination, and treatment, gradually forming a smart healthcare ecosystem, taking people as the center of service...

Specialist Doctor II Huynh Huu Nhan, Director of Tra Vinh General Hospital, said that the application of digital technology in management and medical examination and treatment is becoming an inevitable trend, creating a strong shift. The draft documents of the 14th Party Congress emphasized that "breakthroughs in science and technology development, innovation and national digital transformation" will create an important premise for synchronous development of science, technology, and digital transformation in all fields, including healthcare. He proposed the need to institutionalize digital transformation in healthcare as a pillar in the national development strategy, "developing digital healthcare" in parallel with "digital economy" and "digital government", and the electronic health records of the entire population are important national data infrastructure. To achieve this goal, the Central Government needs to have a mechanism to allocate the budget for digital transformation in healthcare based on efficiency of use, encourage socialized investment in technology, and establish a Fund to support digital transformation in healthcare; Pay attention to training human resources for digital health, incorporate medical informatics into formal training programs at universities... In addition, relevant parties need to consider developing preventive medicine, promoting the application of artificial intelligence in health management, supporting diagnosis, early warning of epidemics, analyzing treatment effectiveness and expanding remote medical examination and treatment models for difficult and border areas...

Specialist II Doctor Huynh Huu Nhan, Director of Tra Vinh General Hospital, contributed his opinion on the content of "Building a fair, quality, effective and sustainable health system" in the draft document submitted to the 14th National Congress of the Party. Doctor Huynh Huu Nhan said that in recent times, as a provincial hospital, the unit has met more than 90% of the medical examination and treatment needs of people in the province and neighboring areas; providing professional support to district and commune levels through training and technology transfer. With a scale of 930 beds but regularly receiving over 1,200 inpatients, the hospital always maintains its focus on serving the people, especially the poor, ethnic minorities and people in rural areas. The hospital is also a focal point for technology transfer to lower levels, contributing to reducing the load on upper levels and ensuring fairness in access to health services.

Dr. Huynh Huu Nhan expects that in the development orientation of the health system in the coming period, provincial hospitals will continue to play the role of "pillar" in the people's health care network, both as a high-tech specialized line and as a center for training, support and coordination of regional health care. He proposed that the Central Government should have a clear and flexible referral mechanism, prioritize investment in grassroots health care as a foundation to reduce the load on upper levels, and ensure fairness in access to health services. To achieve the goal of all people receiving free periodic health check-ups and having electronic health records, provincial hospitals should be assigned the task of building a national health database, connecting information between levels. In recent years, the grassroots level has played a good role in disease prevention, control and management, but still faces difficulties in human resources, expertise, facilities and remuneration. He hopes that the draft documents of the 14th National Congress will continue to identify the development of grassroots health care as the foundation for health care for all people, towards a fair health system.

From practice, he proposed 4 key groups of solutions including: Synchronous investment in facilities, equipment and digital transformation; promulgating mechanisms to attract, train and retain high-quality medical human resources; developing family medicine and proactive preventive medicine models, strongly shifting from "treatment" to "prevention"; strengthening the connection between primary, preventive and specialized health care, forming a continuous, comprehensive, humane and effective health care network.
