Early completion of Rest Stops on Vinh Hao – Phan Thiet Expressway

The Vinh Hao - Phan Thiet Expressway will officially be put into operation from mid-2023, bringing many benefits in shortening travel time, reducing the load on National Highway 1A and promoting socio-economic development in the South Central region. However, one of the issues that is worrying many people and drivers is the delay in building the Rest Stop at Km144+560, Tuy Phong district, causing inconvenience and potential traffic safety risks.

Km144+560 stop is behind schedule

According to records, on the Vinh Hao - Phan Thiet expressway, there are 2 planned rest stops at Km205+092 (Ham Thuan Bac district) and Km144+560 (Tuy Phong district). While the station at Km205 is under construction with many vehicles and machines operating continuously, the station at Km144 is still struggling with site clearance, behind schedule. Currently, although on this expressway, the operating unit has made efforts to arrange temporary rest stops to meet the needs of drivers and passengers. However, people hope to soon have proper rest stops, to better meet the needs of people and drivers for rest.

Mr. Le Binh Minh, a container driver who regularly travels on the Ho Chi Minh City - Binh Dinh route, shared: "Driving hundreds of kilometers on the highway without a proper place to stop to rest, use the restroom or refuel is very dangerous, especially for truck and long-distance vehicle drivers like us." Or Ms. Cao Thanh Thuy, a tourist from Binh Duong, said: "Modern routes must have modern accompanying services. Rest stops are not only for resting, but also to ensure the safety of traffic participants. Therefore, the locality and relevant agencies need to promptly resolve the remaining problems to speed up the construction progress." Many other readers also said that the delay in construction of the Rest Stop at Km144 not only affects people and drivers but also slows down the completion of the expressway service infrastructure system, posing many potential traffic safety risks.

Efforts to remove

Discussing the current progress of the two rest stops on the Phan Thiet - Vinh Hao expressway, Mr. Pham Quoc Huy, Executive Director of the Vinh Hao - Phan Thiet expressway project, said: For the rest stop Km205+092 (Ham Thuan Bac district), up to now, the site has been leveled, and the construction unit is assembling the construction items. The progress is now about 30%, meeting the set requirements. This station is expected to be put into operation on schedule by the end of this year. As for the rest stop Km144+560 (Tuy Phong district), the unit has not yet received the site handover due to compensation and site clearance problems. We have also reported the difficulties to the Ministry of Construction , as well as the People's Committee of Binh Thuan province, and closely coordinated with the locality and departments to promptly resolve them, so that as soon as the site is available, the project can be implemented.

Faced with this situation, the People's Committee of Binh Thuan province has recently directed and requested the Department of Agriculture and Environment, the Department of Construction, and the People's Committee of Tuy Phong district to focus on resolving difficulties and obstacles, speeding up the progress of compensation and site clearance for the Km144+560 Rest Stop investment project, and completing the handover of the site to the investor. At the same time, coordinate, support, and guide Project Management Board 7 and investors to resolve procedures related to land allocation, land lease, construction protection, and implementation of financial obligations of investors.

The Department of Agriculture and Environment urgently appraises the cadastral map and sends it to the Tuy Phong District People's Committee to carry out compensation and site clearance procedures to ensure the required progress. The Department of Construction is responsible for monitoring and urging the implementation of tasks by relevant departments, branches and localities to ensure the set progress.

The People's Committee of Binh Thuan province also requested Project Management Board 7 and the investor to closely coordinate with relevant departments, branches and localities in the process of implementing compensation, support and site clearance, including transferring compensation and support funds as requested by the People's Committee of Tuy Phong district. In addition, legal procedures such as land allocation, land lease, and construction protection also need to be resolved synchronously to ensure the project is put into operation on time as directed by the Prime Minister to be completed before December 31, 2025.
