The land for the Hoa Lien - Tuy Loan expressway project (Hoa Vang district, Da Nang city) has been largely handed over, with only a few households remaining as obstacles.
Land clearance is basically complete.
According to the Ho Chi Minh Highway Project Management Board (the project's investor), Hoa Vang district has now almost completed the handover of land for the project.
Representatives from the Ho Chi Minh Highway Project Management Board reported to the leaders of the Da Nang City Party Committee on land acquisition issues and the progress of the Hoa Lien - Tuy Loan expressway construction.
However, in reality, there are still about 0.57km of expressway (affecting 12 households) and 1.2km of access roads and cross roads (affecting 58 households) that have not yet been constructed.
The reasons include the failure to recover assets, demolish houses, residents not yet receiving compensation and support payments, and not yet being allocated resettlement land...
In addition, local authorities are currently implementing procedures to build three resettlement areas to facilitate land clearance for the project.
Regarding the technical infrastructure along the route, there are still two power lines and transformer stations in Hoa Son and Hoa Nhon communes that have not yet been relocated.
According to Mr. Le Thanh Binh, Deputy Director of the Ho Chi Minh Highway Project Management Board, the Hoa Lien - Tuy Loan expressway project has more than 11km of main route and 20km of service roads. According to the city's plan, these service roads are also large in scale.

When sufficient land is available and weather conditions are favorable, the main section of the expressway will be completed and opened to traffic by August 31, 2025, as directed by the Prime Minister . According to the contract, the entire main section and access roads will be completed by December 31, 2025.
Regarding the stone materials for the project's construction, Mr. Binh stated that currently, only the Truong Ban quarry (in Hoa Son commune) generally meets the quality requirements. Therefore, the investor requested the city's leadership to direct relevant units to complete the legal procedures to increase the quarry's capacity and prioritize supplying the project.
Construction is progressing smoothly, and efforts are being made to bring the project to completion on schedule.
According to Mr. Ta Gia Manh Hung, Director of the Hoa Lien - Tuy Loan Expressway project, contractors mobilized machinery and workers to begin construction of the expressway's surface as early as the second day of Tet (Lunar New Year). However, heavy rain in the following days forced a temporary halt to surface construction, and work on the foundation had to be switched to.
Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, visited and encouraged the investor and contractor of the Hoa Lien - Tuy Loan expressway project.
Currently, contractors are mobilizing 28 construction teams with dozens of machines and hundreds of workers along the route.
To date, construction work at key points such as the Hoang Van Thai overpass and the Nguyen Tat Thanh overpass is progressing smoothly.
Cumulative output to date has reached over 252 billion/859 billion VND, achieving 41.04% of the contract value.
The Ministry of Transport has allocated nearly 480 billion VND in land clearance funds for 2025 to complete all items under the land clearance sub-project, mainly focusing on the value of implementing the project's three resettlement areas.
The Hoa Lien - Tuy Loan expressway project includes a main route over 11km long and two access roads totaling 20km.
Regarding the land clearance work for remaining problematic areas, the Ho Chi Minh Highway Project Management Board also requested the Da Nang leadership to direct the Hoa Vang District People's Committee and the Hoa Vang District Land Clearance Board to expedite the allocation of resettlement land and payment to affected households.
At the same time, there are solutions requiring residents to demolish their houses and seize their assets, or to organize forced evictions to hand over a clean site for the project by February 2025.
On the morning of December 5th, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, inspected the progress of land clearance and construction of the Hoa Lien - Tuy Loan expressway project (Hoa Vang district, Da Nang city).
During the inspection, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, directed Hoa Vang district and relevant units to promptly complete the procedures for investing in and constructing resettlement areas, and to accelerate the compensation and land clearance process to hand over clean land to the investor and contractor for the project, ensuring timely completion.
The Hoa Lien - Tuy Loan section of the expressway is 11.47km long, passing through three communes: Hoa Lien, Hoa Son, and Hoa Nhon in Hoa Vang district (Da Nang city).
In the phased development, the project is being invested in with a scale of 4 complete lanes, a roadbed width of 22m, a road surface width of 14m, and a design speed of 80km/h.
In its completed phase, the project will have 6 lanes and a roadbed width of 29m. The total investment is over 2,100 billion VND. According to the plan, the project will be completed in 2025.
The project includes 11 bridges, 8 pedestrian underpasses, 62 culverts of various types, and more than 20km of service roads on both sides of the expressway.
The project is invested by the Ho Chi Minh Highway Project Management Board, and the consulting and supervision unit is the Road Engineering Center 3.
The construction contractor is a consortium of Truong Son Construction Corporation, Construction Corporation No. 5 - JSC, and Company No. 17.
