In Quang Ninh province, all 1,452/1,452 villages and neighborhoods maintain the position of Party branch secretary also serving as village/neighborhood head for the 2025-2027 term. When implementing this policy, the personnel selection process was conducted democratically and transparently, focusing on standards, capabilities, prestige, and the need to rejuvenate the workforce. Over 54% of the officials have professional qualifications from intermediate level upwards, with 23% holding university degrees. This is not only an organizational restructuring but also a process of standardizing the grassroots cadre to meet the requirements of local governance in the new era.
In practice, when the leadership role of the Party branch and the operational activities in residential areas are unified under a single authority, the process of implementing tasks becomes smoother. The content from Party branch resolutions to implementation no longer passes through multiple intermediate levels; emerging issues are resolved more quickly and with clearer accountability. This also forms the basis for enhancing the proactiveness of grassroots officials and reducing overlapping and inconsistent management.

In the Van Don Special Economic Zone, during the operation of the two-tiered local government model, the model of 100% of Party branch secretaries also serving as village or neighborhood heads continues to be implemented. This is a large area with a dispersed population, many of whom live in the Thang Loi, Ngoc Vung, and Ban Sen island areas, thus placing even greater demands on grassroots officials. However, it is precisely under these conditions that the effectiveness of the model becomes even more evident.
For example, in Ward 1, the implementation of the policy to reorganize the administrative apparatus and operate a two-tiered local government model was carried out in conjunction with propaganda and mobilization efforts among the people. In a short period, the ward organized nine propaganda conferences with over 720 participants, creating consensus among officials, Party members, and the people regarding the policy of implementing the two-tiered local government model.
Beyond mere propaganda, consensus was concretized through action immediately after the two-tiered government model in Van Don came into operation. The neighborhood mobilized 13 households to donate land for road construction; nearly 65 million VND was raised through social contributions to improve urban infrastructure, build internal roads, install security cameras, and provide street lighting. The percentage of families recognized as "cultural families" reached 97.1%; security and order were maintained continuously for 12 months, with no complex incidents occurring.

Mr. Dam Cong Thanh, Party Branch Secretary and Head of Ward 1, Van Don Special Zone, said: "Previously, implementing a task often required many steps of exchange between the Party branch, the Party committee, and mass organizations, taking about 5-7 days to process. After implementing the model where the Party branch secretary also serves as the ward head, the time to resolve issues has been reduced to 2-3 days, equivalent to a 50% reduction in processing time. More importantly, there is greater unity in leadership and task implementation. When the leader directly handles both the Party branch's resolutions and directly manages the residential area, tasks are implemented more seamlessly, avoiding the situation where 'resolutions are in one place, implementation is in another.'"
The model not only improves operational efficiency but also contributes to strengthening the Party's discipline at the grassroots level. Party branches in Van Don proactively review and supplement their working regulations; maintain quarterly thematic meetings; and innovate meeting content to be more relevant to reality. The participation rate of Party members in meetings is over 97%; approximately 90% of Party members use the "Electronic Party Member Handbook," demonstrating a shift in the application of technology and innovation in the working methods of Party organizations in residential areas.
Comrade To Van Hai, Permanent Deputy Secretary of the Party Committee of Van Don Special Economic Zone, stated: During the operation of the two-tiered local government model, the role of Party branch secretary also serving as village/neighborhood head has presented numerous challenges. This is largely due to the increasing age of the officials, the growing workload, and the growing demands for digital transformation and electronic work processes. The special economic zone's vast geographical area places significant pressure on grassroots officials. However, the team of Party branch secretaries who also serve as village/neighborhood heads continues to effectively fulfill its role as the political "nucleus" at the grassroots level, maintaining stability in the area, consolidating national unity, and effectively carrying out propaganda and mobilization work among the people, as well as implementing local political tasks.

In Hong Gai ward, after implementing the two-tiered local government model, 100% of neighborhoods continue to maintain the practice of having the Party branch secretary also serve as the neighborhood head. The grassroots officials have played a crucial role as a "bridge" between the Party, the government, and the people; proactively monitoring the area, promptly disseminating information, and mobilizing the people to implement tasks related to socio- economic development, urban beautification, land clearance, and the construction of a cultural life.
The model has created unity between "the Party's will" and "the people's aspirations," with the people agreeing and voluntarily donating land and supporting land clearance for hundreds of projects, involving tens of thousands of square meters of land and many auxiliary works, with a total value of hundreds of billions of VND. Along with that, the percentage of households participating in movements and campaigns in the residential area reached 98%; the percentage of civilized urban streets reached 98%; and the number of security and order violations decreased by 15% compared to before.
Comrade Le Ngoc Thanh, Secretary of the Party Committee of Hong Gai Ward, stated: Implementing the "People Trust, Party Appoints" model has significantly shortened the gap between Party resolutions and their implementation at the grassroots level. This effectiveness is reflected in specific indicators: The rate of completion of tasks and targets in the neighborhoods reached 98%, an increase of 10% compared to before; the number of cases resolved promptly at the grassroots level reached 92%, an increase of 12%; and the rate of Party branches completing their tasks well or better reached 95.45%. In 2025, Hong Gai Ward will rank second in the province in the DGI index. This result shows that the trust of the people and businesses in the grassroots political system is increasingly strengthened.
In the context of the two-tiered local government model gradually stabilizing, continuing to effectively promote the "People trust, Party appoints" model is an important foundation for strengthening the political system at the grassroots level, improving the quality of local governance, and maintaining the people's trust in the Party and government.
