In a letter to the Security Council dated July 13, Syria's Ambassador to the UN, Bassam Sabbagh, emphasized that UN aid would have to be provided "in full cooperation and coordination with the Syrian Government."
The letter stated: "The Government of the Syrian Arab Republic has made the sovereign decision to allow the UN and its specialized agencies to use the Bab al-Hawa border crossing."
The UN-brokered agreement to allow the transport of humanitarian aid from Türkiye to the opposition-controlled northwestern region of Syria expired on July 10.
Because the previous Syrian government did not support this humanitarian operation, authorization from the Security Council was necessary for the relief efforts to continue.
However, the Security Council failed to reach a consensus on extending the aforementioned agreement on July 11.
