Most notably, the organizational and personnel work of the National Assembly and the Government has been completed, concretizing the policy of streamlining the country's leadership and administration apparatus. Streamlining is not simply about reducing the number of agencies and units, or reducing the number of salaried employees, but also about improving the quality of leadership and administration.
Looking back about six months ago, many probably couldn't have imagined that the streamlining of the cumbersome, overlapping, and inefficient state administrative apparatus, a long-standing issue that had been the subject of much complaint, would be carried out so decisively and efficiently. Although only at the central level, this result demonstrates the high level of determination of the Party, the National Assembly, and the Government . It is also a result of the urgent demands of life; of the will and aspirations of the people in response to the country's development needs.
The central executive apparatus, which for the past 18 years comprised 22 ministries and ministerial-level agencies and 8 government-affiliated agencies, has now been reduced to 17 ministries and ministerial-level agencies and 5 government-affiliated agencies. Along with this, the central administrative apparatus has also been streamlined, with the elimination of 13 general departments and equivalent agencies, over 500 departments, over 200 divisions, and over 3,000 sub-departments.
It can be said that never before has the streamlining of the organizational structure achieved such results. This shows that things that seemed impossible can still be done when we have the vision and courage to open up new opportunities for the country!
Experts in public administration generally agree that, compared to other countries in the region and the world , the new structure of the Vietnamese government after the reorganization falls into the "streamlined" category.
But "streamlining" is not the main goal when implementing the Party's Resolution 18/NQ-TƯ. The more important goal of this revolution is the "refinement" of the apparatus; that after restructuring, the new apparatus must operate more efficiently than before, and must be: "Streamlined - strong - efficient - effective - effective" as required by General Secretary To Lam.
Not only the government structure but also the leadership apparatus of the Party and the National Assembly have been streamlined after the merger of several Party committees and National Assembly committees. This has clarified the functions and responsibilities of each agency in response to the demands of innovation and improved leadership in national development.
For the new apparatus to function better, more effectively, and more efficiently, much work remains to be done. The government has demonstrated its determination to urgently finalize and issue decrees on the functions, tasks, and powers of ministries, ministerial-level agencies, and government agencies to ensure that the apparatus becomes operational from March 1st, meeting the requirements of new tasks, new personnel, new management skills, and new operating methods, in the context of accelerating the application of information technology and digital transformation.
Along with the central government, localities have also been proactively and urgently reorganizing and streamlining the leadership apparatus of Party committees and governments at all levels; redefining the functions and tasks of each agency, department, and unit, in order to achieve the highest efficiency in task implementation, improve public service efficiency, and better serve the people and businesses.
Reform and change are never easy, and often come at a price! However, with the political will from the highest leadership and the consensus of the entire society, we can expect a new impetus from the country's administrative and governing apparatus after restructuring and streamlining – an apparatus that serves the national interest, for a prosperous and powerful Vietnam in the new era.
