Advance funds to immediately repair items at risk of unsafe conditions in schools

Just entering the new school year for nearly a month, the Ho Chi Minh City Department of Education has recorded feedback on many "hot" issues such as: Some schools (especially in area 2) are seriously degraded, directly affecting the quality of teaching and learning; some schools have not properly implemented regulations on revenue collection, expenditure, and fundraising, causing frustration among parents.

Sharing information related to the management of the sector, at a press conference providing information on socio -economic issues in the area, held on the afternoon of September 25, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that after the arrangement of administrative boundaries, the City has reviewed and recorded significant differences in school facilities between regions. In particular, many schools that have been invested in for a long time have degraded and need to be repaired or replaced to ensure safety; a few schools have not met the standards of facilities according to regulations. These difficulties are mainly concentrated in densely populated areas, bordering or rapidly urbanizing areas, which are facing student overload.

With a large student population, Ho Chi Minh City has difficulty organizing 2 sessions/day due to a lack of classrooms. The entire city's education sector and localities are focusing on building and arranging flexible programs to organize a practical and effective 2-session/day program. In some schools, functional rooms, libraries, and specialized rooms have not met standards; equipment, tables, chairs, and auxiliary infrastructure are damaged and lacking.

Implementing the direction of the Ho Chi Minh City leaders on a general review and consultation on a comprehensive plan for handling facilities and teaching equipment at public schools in the area, the Department of Education and Training is coordinating with the People's Committees of wards, communes, and special zones to urgently classify and assess the level of damage and degradation; proactively arrange and advance funds from the budget to immediately repair items at risk of being unsafe, ensuring learning conditions for students and teachers.

The Department of Education and Training has coordinated with the Department of Finance to transfer capital for projects in the City's Project to build 4,500 classrooms to Area 2 (former Binh Duong province) to build schools, purchase equipment, and solve urgent problems related to facilities and equipment.

After completing the general review of schools, the Department of Education and Training will coordinate with the Department of Finance to advise the City People's Committee on a comprehensive solution, including urgent repairs and investment in building new schools in areas with rapid population growth. At the same time, the City will continue to implement a plan to develop a new school network to balance the system and meet the increasing learning needs of the people.

Regarding the management of revenue and expenditure in schools, since the beginning of the school year, the Department of Education and Training has issued many guiding documents as well as strengthened the management of revenue and expenditure and mobilized educational funding, to ensure that units comply with regulations and are transparent. From September 29, the Department will organize a thematic inspection on revenue and expenditure management in schools to promptly correct and strictly handle any violations detected.

After the merger, Ho Chi Minh City is the locality with the largest educational scale in the country with more than 3,500 educational facilities from kindergarten to high school and about 2.5 million students.
