Strengthening healthcare services to respond to floods and heavy rains.

In recent days, due to the impact of typhoon number 3, many localities in the province have experienced flash floods, landslides, and localized flooding. During and after the storm, floods will carry a large number of microorganisms, dust, garbage, and waste... along with the water flow to many places, causing environmental pollution and posing many potential risks of disease outbreaks.

Furthermore, rain and flooding create favorable conditions for bacteria, viruses, and disease vectors to thrive and cause illness in humans.

To ensure the health of the people and overcome the consequences of natural disasters, the Chairman of the Provincial People's Committee requested the Department of Health to direct medical facilities to organize 24/7 on-call services, ensuring uninterrupted emergency care and treatment for the people. They must ensure sufficient supplies of medicines, blood, intravenous fluids, medical supplies, chemicals, equipment, and medical oxygen; and prepare emergency plans in case of a large number of patients arriving simultaneously. They must also allocate sufficient hospital beds and equipment to be ready to respond to and serve the treatment and emergency care of patients suffering from infectious diseases during and after the floods.

Instruct medical staff to strictly adhere to the hospital's rules and regulations, enhance their service awareness, and cultivate a culture of respectful interaction with patients and their families during examinations and treatments. Visit and encourage inpatients, especially those in difficult circumstances, the poor, and those eligible for social welfare programs.

Regarding disease surveillance and response, proactively review and assess disease risks in areas likely to be affected by Typhoon No. 3, especially areas prone to heavy rain, flooding, flash floods, and landslides; be prepared and proactively implement disease prevention and control plans when situations arise. Strengthen and maintain mobile disease control teams to support lower-level units in monitoring and handling infectious diseases circulating in conditions of heavy rain, flash floods, flooding, and landslides.

Organize monitoring, timely detection, and thorough handling of outbreaks of infectious diseases occurring during and after Typhoon No. 3, in areas affected by heavy rain, flash floods, inundation, and landslides, such as diarrhea, conjunctivitis, respiratory infections, athlete's foot, influenza, dengue fever, especially preventing diseases transmitted through the digestive tract such as diarrhea, cholera, dysentery, typhoid fever...

Organize the dissemination of information and guidance to people in areas affected by heavy rain, flash floods, inundation, and landslides on implementing disease prevention measures and ensuring environmental hygiene.

Ensure the availability of personnel, medicines, chemicals, equipment, and facilities to support the prevention and control of infectious diseases in localities affected by heavy rains, flash floods, inundation, and landslides.

Direct the Provincial Food Safety and Hygiene Sub-Department to coordinate with relevant departments and agencies to ensure the treatment of drinking water, environmental sanitation, and personal hygiene. Implement the principle of "eating cooked food and drinking boiled water" to ensure food safety.

Strengthen the dissemination of knowledge about food safety through various appropriate forms and media channels.

Strengthen leadership and guidance for relevant departments, agencies, and communes, wards, and towns to effectively implement disease prevention and control measures, avoiding complacency and negligence, and effectively preventing the spread of the disease.

Direct the People's Committees of communes, wards, and towns, and the specialized departments of the district to strengthen supervision, detect suspected cases early, and promptly handle outbreaks, preventing them from spreading widely in the community.

Actively coordinate with the Departments of Health and Agriculture and Rural Development in monitoring avian diseases, collecting samples for testing from suspected cases (including animals and humans), and reporting promptly to implement early and effective measures.
