In mid-April, the Party Committee of Kim Long Ward announced its decision to monitor the implementation of Directive 50 by the Party Branch of Residential Area 21. A notable point is the specific approach implemented, directly linking it to the responsibilities of the Party Committee and its leader. The monitoring team requested the Party Branch to fully report on its leadership, guidance, and organization of the implementation of Directive 50; clarify any limitations, difficulties, and obstacles; and propose solutions to overcome them. This is also a requirement being raised by many localities to address the issue of Party Branch meetings being merely 형식적인 (formalistic) and lacking depth.

According to Comrade Nguyen Hai Dieu Thanh, Head of the Party Committee's Inspection Committee of Kim Long Ward, the purpose of supervision is not only to evaluate results but, more importantly, to promptly rectify shortcomings at the grassroots level, contributing to improving the quality of Party branch activities in the new period.

In Huong An ward, the ward Party Committee recently conducted an inspection of the implementation of Directive 50 at the Party Branch of Nguyen Cu Trinh Secondary School. The inspection revealed many positive changes in the Party Branch, such as maintaining regular meetings, focusing on preparing content, and gradually innovating the format of meetings to align with the school's political tasks. However, some shortcomings were also pointed out, such as the content of meetings sometimes lacking variety, the fighting spirit not being high enough, and the connection between meetings and solving practical problems at times being weak.

Many other localities are also stepping up supervision in a more in-depth manner at the grassroots level. In reality, when supervision is carried out regularly and closely at the grassroots level, many problems are detected early and rectified immediately. The direct monitoring by Party committees and inspection committees at meetings has contributed to raising the sense of responsibility of cadres and Party members and maintaining the discipline of Party branch meetings.

Following the administrative unit merger, the demands on Party building work at the grassroots level have become increasingly high. The large geographical area, the large number of Party members, and the diverse tasks place considerable pressure on maintaining the quality of Party branch activities.

At the Thuan Hoa Ward Party Committee, inspection and supervision work is being reformed in the direction of "going to the field and understanding the situation firsthand." Cadres of the Ward Party Committee's Inspection Committee also directly attend meetings at many residential area Party branches to understand the situation, provide guidance, and make timely corrections. During many meetings, inspection cadres monitor each discussion topic, noting any remaining difficulties to discuss with the Party committee immediately after the meeting. This approach, being close to the grassroots, helps to resolve many shortcomings early on.

To date, the Inspection Committee of the Thuan Hoa Ward Party Committee has directly worked with all 53/53 Party branches in the residential areas. According to Comrade Nguyen Duc Phong, Chairman of the Inspection Committee of the Thuan Hoa Ward Party Committee, for inspection work to be effective, it is necessary to closely follow the grassroots level and consider prevention as the central task. The goal is not only to detect violations but, more importantly, to help Party organizations and Party members better fulfill their assigned tasks.

At the Party Branch of Residential Area 8 - Phu Hau, Phu Xuan Ward, the implementation of Directive 50 is directly linked to the tasks of the residential area. Meetings focus on leading the construction of a civilized urban area, protecting the environment, maintaining security and order, and enhancing the exemplary role of Party members. The Party Branch maintains a participation rate of over 95%, promotes the application of information technology, effectively utilizes the electronic Party Member Handbook, and assigns specific tasks to each Party member. Inspection and supervision are linked to the implementation of Party branch resolutions and individual responsibilities. Through this, timely reminders and corrections are given to any instances of irresponsibility or a decline in pioneering and exemplary spirit.

Based on practical implementation, the City Party Committee's Organization Department determined that improving the quality of Party branch meetings must be closely linked to inspection and supervision work. The focus is on further concretizing Directive 50 in conjunction with building the "Four Good Party Branch" and "Four Good Grassroots Party Committee" models; and innovating the content of meetings to be concise, practical, and relevant to the political tasks of each locality and unit.

Along with this, there is a need to strengthen the inspection of compliance with the Party branch's meeting schedule, the principle of democratic centralism, and the exemplary conduct of cadres and Party members; linking the results of Party branch meetings with the year-end evaluation of grassroots Party organizations and Party members. Digital transformation in Party activities is also becoming a requirement to improve the efficiency of management, administration, and interaction between Party branches and Party members. When supervision becomes more substantive, Party branch meetings will become a place to solve grassroots problems instead of just regular meetings.
