Strengthening leadership and direction in response to Storm No. 11 (MATMO)

BAC NINH - The Bac Ninh Provincial Party Committee has just issued Official Dispatch No. 10-CV/TU to members of the Provincial Party Standing Committee, the Provincial Party Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Commission, Bac Ninh Newspaper, Radio and Television; the Provincial Military Party Committee, the Provincial Police Party Committee; and the Party Committees of communes and wards on leadership and direction in response to Storm No. 11 (MATMO) in the province.

According to information from the National Center for Hydro-Meteorological Forecasting, Storm No. 11 (MATMO) is forecast to be a complex storm. Bac Ninh province is expected to be affected by the storm from the night of October 5 to the end of October 7, 2025, with a risk of heavy rain, flooding, flash floods, and landslides in the province. To proactively respond to Storm No. 11 (MATMO) in the province, the Provincial Party Committee Standing Committee requests:

Party committees, agencies and units continue to seriously implement the contents of storm and flood response in accordance with the direction of the Provincial Party Committee Standing Committee in Official Dispatch No. 416-CV/TU dated September 28, 2025 and relevant documents of the Central and the province; at the same time, proactively strengthen propaganda, urge and inspect the response to Storm No. 11 (MATMO); absolutely must not be negligent or subjective, ensuring the safety of people's lives and property and State property.

The Provincial Party Committee directs the Provincial People's Committee to regularly update the situation and developments of Storm No. 11, assess the level of impact, response work, and overcome the consequences caused by the storm in the province; report to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee Office, before 3:00 p.m. every day until the end of Storm No. 11).

The Party Committees of communes and wards direct the deployment of forces and require strict implementation of patrolling and guarding work to protect dikes (for communes and wards with dikes); promptly report to the Standing Committee of the Provincial Party Committee on complicated issues beyond their authority.
